In November 2021,the Central Cyberspace Affairs Commission issued the“Action Program for Improving Digital Literacy and Skills of the Whole People”,which points out that it is necessary to improve the overall digital literacy and skills in a digital era.Meanwhile,improving the digital literacy is the only path to transform China into a major cyber power.Since the 18 th NPC,The Party Central Committee with Comrade Xi Jinping at its core has made the strategic decision of building up a digital China.Henceforth,we should enhance digital infrastructure,constantly promoting the development of digital economy,society and government,so as to improve living standard.And digital literacy improvement is a vital link to that end.People with disability is an important component of China’s population,with the number exceeding 85 million.However,the status quo of their digital literacy is rather worrying,which calls for public attention urgently.This thesis combines the qualitative research and quantitative research,in order to conduct a comprehensive study on the factors that affect the digital literacy improvement of people with disability.First,a literature review is conducted to learn about the existing types of factors influencing digital literacy;then,these influencing factors is screened and supplemented based on the special situation of the disabled.Second,different types of people with disability are selected for semi-structured interviews;afterwards,the grounded theory is used to code the data obtained from the interviews at three levels to preliminarily identify four major factors that affect the digital literacy of the disabled,namely,being disabled,literacy,family environment,and digital product services;finally,based on the four factors,a theoretical model is constructed.Third,a questionnaire is designed and distributed,with 223 valid questionnaires retrieved,which is further analyzed from the perspective of reliability,validity,correlation,etc.with the SPSS software.The final conclusion is as follows:the digital literacy of the people with disabilities is positively correlated to the factors of being disabled,literacy,and family environment,while no obvious connection is found between digital product services and digital literacy. |
