With the increasing aging of the population in our country, the rapid increase of the elderly population, the shortage of pension service resources, the elderly pension issue has become a key issue urgently needed to be solved.Mutual pension has become the main way for the elderly to support themselves. As a type of mutual pension,“time bank” means that the younger elderly provide pension services for the elderly,so as to save time for their old age.“Time bank” is not only conducive to the excavation and utilization of human resources of the young and elderly, pooling endowment resources, but also can improve the social status of the elderly, enhance the sense of social participation and happiness of the elderly in their later life. However,as the main participants of “time bank”,there are some problems in the participation of “time bank”,such as weak motivation to serve others, insufficient willingness to participate, and insufficient continuity of follow-up participation, all of which hinder the sustainable development of “time bank”.Therefore, how to reduce the willingness of the younger elderly to participate in “time banking” due to the lack of motivation to serve others is a key problem we need to solve urgently.Based on this background, this study takes the younger elderly as the research object, takes the motivation of public service as an influencing factor, and discusses the influence of the motivation of public service on the willingness of the younger elderly to participate in the “time bank” pension.Based on the social capital theory, social exchange theory and planned behavior theory, this study introduced reciprocal obligation as the mediating variable and family support as the moderating variable to construct the mechanism of the influence of public service motivation on the younger elderly’s willingness to participate in the “time bank”pension. This paper explores the mediating effect of reciprocal obligation on the motivation of public service and the willingness of the younger elderly to participate in the “time bank” pension,as well as the moderating effect of family support. This study mainly conducted a survey in Harbin City, collected data by issuing paper questionnaires, and finally recovered 318 valid questionnaires.Based on the collected data, this study uses SPSS23.0 and AMOS23.0 analysis software to make an empirical analysis of the above data, demonstrating the relationship between the motivation of public service, reciprocal obligation, the willingness of the younger elderly to participate in the “time bank” pension and family support.Through the analysis and test of statistical software, the results show that: the motivation of public service is positively correlated with the willingness of the younger elderly to participate in the“time bank” pension; The reciprocal obligation plays a partial mediating role between the motivation of public service and the participation intention of the younger elderly.Family support moderates the relationship between public service motivation and participation intention of the younger elderly. The purpose of this study is to explore the factors that affect the willingness of the younger elderly to participate in the “time bank” pension,so as to provide theoretical support and reference for improving the willingness of the younger elderly to participate and promoting the sustainable development of the “time bank” pension model.
