| Rural development is the key issue of national and world development.The coordinated development of county-level rural revitalization is an important measure to solve the problems of agriculture,rural areas and farmers,narrow the gap between urban and rural areas,and achieve common prosperity.Taking 63 counties in Heilongjiang Province as the research object,this paper divides the five general requirements of rural vitalization strategy into three categories: "thriving industry,livable ecology,and well-off life",and selects relevant indicators to construct the evaluation index system of rural vitalization system in Heilongjiang Province.Firstly,the entropy method was used to calculate the rural vitalization development index of counties,and the spatial autocorrelation was used to analyze the spatial characteristics of the development level of the rural vitalization system of each county.Secondly,the coupling coordination degree model and exploratory spatial analysis method are used to analyze the coupling coordination development level and spatial distribution characteristics of the two subsystems and rural vitalization system.Finally,the obstacle degree model is used to explore the obstacle factors affecting the coupling and coordinated development of county rural vitalization system,and the strategies for coordinated development of county rural vitalization system are proposed from different levels.The main conclusions are as follows:(1)The comprehensive development level of rural revitalization in Heilongjiang Province is not high and the overall development difference is not big.Counties with high comprehensive development level of rural vitalization mainly form three groups,with Suihua,Harbin,Jiamusi,Shuangyashan and Qitaihe as agglomeration centers,forming a significant "polar core" feature.(2)The spatial pattern of comprehensive development level of rural vitalization in Heilongjiang Province is "low in southwest and high in southeast".On the whole,the comprehensive development level of rural revitalization at county level is not strong.The aggregation areas are mainly distributed in the southern edge of Heilongjiang Province,and the spatial characteristics of counties in other regions are not significant.(3)The county rural vitalization system in Heilongjiang Province has a high coupling development level,and the industrial prosperity,ecological livable and well-off life are closely related.The coupling and coordinated development levels of county rural vitalization system in the province belong to the two levels of barely coordination and primary coordination,and the primary coordination is the main level.There are differences in the coupling and coordinated development of the two subsystems.(4)The spatial pattern of coupling and coordinated development of rural vitalization system at county level in Heilongjiang Province showed a distribution trend of "low in the north and high in the south".The counties with primary coordinated development of rural vitalization were distributed in contiguously in Qiqihar,Daqing,Suihua,Harbin and the eastern part of Heilongjiang Province.The coupling coordination distribution of rural revitalization at county level has a certain aggregation,and the agglomeration area is located near the jurisdiction of Heihe City,Jiamusi City and Qitaihe City,while the spatial agglomeration of the southern county is weak.(5)Industrial prosperity has the greatest hindrance to the coupling and coordinated development of rural revitalization,while ecological livability has the smallest hindrance.Among them,the proportion of non-agricultural output value in the total output value,the comprehensive production capacity of grain,the greening coverage of villages,the proportion of administrative villages for domestic waste treatment,the illiterate population aged 15 and above,the number of people with bachelor’s degree or above,the number of civilized villages and towns,the number of national democratic and law-based demonstration villages and the income ratio of urban and rural residents are the main obstacles to the coupling and coordinated development of the county rural revitalization system.(6)Based on the above research,the strategy of coordinated development of county and rural revitalization in Heilongjiang Province is proposed from three aspects of industrial prosperity,ecological livable and well-off life.In terms of industrial prosperity,counties should pay attention to non-agricultural industries and develop characteristic industries.We will increase grain production capacity and develop modern agriculture.In terms of ecological livability,counties should improve infrastructure construction,beautify the living environment of villages,and build beautiful villages.In terms of a well-off life,counties should carry out socialist village civilization construction,democracy and rule of law construction,narrow the income gap between urban and rural areas,improve farmers’ living standards,and achieve the fundamental goal of common prosperity. |
