A Study On Strategies For Party Building Leadership Improving The Efficiency Of Rural Governance

With the rapid development of agricultural modernization and urban-rural integration,the economic structure,ideology,development pattern and governance system of rural areas can no longer cope well with the situation of the new era.It is urgent to further innovate and improve rural governance,and the efficiency of rural governance also affects the modernization process of the national governance system and governance capacity.As the leading core of rural work,rural grass-roots party organizations play a leading role in the development of rural governance.The "No.1 central document" of 2022 will highlight the effectiveness of improving rural governance and strengthen the construction of grass-roots organizations as an important task to do a good job in the work of "agriculture,rural areas and farmers" in the new development stage.Since then,at the 20th CPC National Congress,the importance of improving governance efficiency was further emphasized,and it was pointed out that we should improve the social governance system of co-construction,co-governance and sharing,and improve the efficiency of grass-roots social governance.It can be seen that it is of practical significance to study how rural grass-roots party organizations lead rural governance to improve its efficiency.Based on this background,the paper selects J village in southern Jiangsu province as a research case to conduct a comprehensive analysis of the practical exploration,practical difficulties and optimization strategies of improving the efficiency of rural governance in J village from the perspective of party building,aiming at summarizing and refining the general experience of improving the efficiency of rural governance.The thesis is divided into four chapters.The introduction part clarifies the research background and significance of the article,defines the conceptual meaning of the party building leading and rural governance effectiveness,and combs the research results of the party building leading rural governance at home and abroad,determines the research methods and research ideas of the article,and points out the innovation and shortcomings of the paper.The first chapter is the theoretical analysis part,which discusses the theoretical,historical and practical dimensions of the Party building leading to the improvement of rural governance efficiency,and clarifies the logical relationship between the Party building leading and rural governance efficiency.The second chapter is the analysis of the current situation.Based on the empirical materials of village J,it combs the practical process and specific measures of village governance under the guidance of the Party building of village J,and summarizes the governance results and experience achieved.The third chapter is the analysis of problems and causes.Through case analysis,it is found that the main problems of J village in the process of party building leading governance are that the innovation of leading process is restricted,the type of leading carrier is single,the scale of leading body is limited,and the operation of governance force is weak.The main reasons are that the relationship between rural grass-roots organizations and superior organizations needs to be adjusted,the development and cultivation of social organizations under the leadership of the Party building needs to be balanced,and there are challenges in the sustainable development of emotional governance.The fifth chapter is the countermeasure part.Based on the previous analysis,it is proposed that to solve the dilemma of subject interaction,subject cultivation,governance content and governance innovation in the practice of rural governance led by grass-roots party building,we should start with the role orientation of rural grass-roots party organizations,start with the process of governance operation,and explore the scenario of the role of party building in rural governance,starting with political guidance,social guidance,organizational guidance,and institutional guidance,To ensure the core leadership of the Party,cultivate social pluralistic governance forces,strengthen the construction of government-oriented party organizations,and improve the working mechanism of party construction,so as to drive the effective improvement of rural governance efficiency.
