Research On The Development Status And Countermeasures Of Yizheng Municipal Government On Promoting Leisure Agriculture

Leisure agriculture is a new type of agricultural industry that relies on agriculture as the basis for development,leisure as the purpose,services as the means and tourists as the target,and integrates modern agricultural resources and tourism resources.The development of leisure agriculture can not only promote the integration of the three industries,but also drive the development of the rural economy,promote farmers’ income,and accelerate the process of urban-rural integration.Therefore,local governments are paying more and more attention to the development of leisure agriculture and are providing strong momentum for the accelerated development of leisure agriculture through the introduction of a series of supportive policies.With its excellent location and solid industrial foundation,Yizheng City has good conditions for developing leisure agriculture.In recent years,under the continuous promotion of the government of Yizheng City,the scale of leisure agriculture has been growing and the brand effect has gradually emerged,and the county was awarded the title of National Key County of Leisure Agriculture in 2022.However,there is still a gap between leisure agriculture in Yizheng City and other regions,and the local government needs to increase its support to further promote the development of leisure agriculture.Based on the theories of collaborative governance,industrial integration and market failure,this research uses literature analysis,case research and questionnaire survey methods to analyse the current situation and problems of the Yizheng City in promoting the development of leisure agriculture.The research found that the following problems exist in the process of promoting leisure agriculture development by the government of Yizheng City:no classification construction,low quality of public services,insufficient publicity for leisure agriculture and insufficient efforts to promote the construction of leisure agriculture professionals.The reasons for this are:insufficient innovation in government planning,lack of inter-departmental cooperation in promoting leisure agriculture,insufficient construction of digital platforms,and insufficient education and training of professionals.By summarising the experiences and insights of governments at home and abroad in promoting the development of leisure agriculture,this paper proposes the following countermeasures:strengthening top-level planning and design for the development of leisure agriculture,strengthening the government’s collaborative governance model,accelerating the construction of a digital government,and establishing a sound education and training introduction system for talents.These countermeasures can enhance the government’s support for leisure agriculture and help Yizheng City develop leisure agriculture better and faster.
