A Study On The Transformation Of Township Government Function In Industrial Integration

Realizing the integrated development of rural industries is conducive to expanding new growth points of rural economy and raising farmers’ income.It is the only way to realize agricultural and rural modernization and a powerful measure to promote rural revitalization.Township governments are the most basic level among the five levels of government in China.Most of the tasks of "agriculture,rural areas and farmers" work must be carried out by township governments.How their functions play a profound impact on the effect of industrial integration and development.Based on the new public service theory and the public organization theory,this study comprehensively uses the literature research method,the interview method and the questionnaire method to analyze the function transformation of the township government in the industrial integration.Based on the analysis of the status quo of guarantee measures for the transformation of township government functions,namely guiding and supporting functions,public service functions,supervision functions and township government functions in the industrial integration of Dang Zhai Town,Ganzhou District,Zhangye City,it is found that the transformation of government functions has promoted the remarkable effect of industrial integration,the continuous growth of village collective economy,the substantial improvement of public service quality and the acceleration of organizational innovation.However,there are still some problems in the functional transformation of Dangzhai town government,such as lack of power for functional transformation,unreasonable division of functions with superior government,and inadequate transformation of public service functions.The main reasons for the existence of these problems include the lack of ideological cognition,the lack of effective channel communication,financial power and power mismatch and the lack of scientific evaluation mechanism.In order to solve these problems,this paper puts forward some countermeasures,such as clarifying the functional orientation of township government,straightening out the relationship between functional power and responsibility,improving the ability of township government to perform its duties,and actively promoting the transformation of township government functions.
