Research On The Government Performance In The Development Of Leisure Agriculture In Yueqing

With the flourishing of China’s economy and society as well as the extremely enriched material life,people are gradually tired of the high-pressure and fast-paced urban production;instead,they are more and more interested in leisure agriculture as it is good for resting the soul and relaxing the emotions.Leisure agriculture in mainland China started from the reform and opening up and developed fast despite of late start.China’s leisure agriculture has become a key approach to increase farmers’ income and employment opportunities,and accelerate the agricultural structure adjustment.Therefore,the state pay more and more attention to the development of leisure agriculture.In recent years,a series of supporting policies have been introduced to create more opportunities and conditions for the development of leisure agriculture.Government-oriented mode is adopted for development of leisure agriculture in Yueqing City.Especially after the central government strongly advocated the development of new socialist countryside,Yueqing City fostered leisure agriculture as the engine for rural economy development.Aware of the advantages of leisure agriculture,Yueqing municipal government introduced a series of policies and measures,and put forward the slogan of "Thousands of Years of Archaic Rhyme,and Picturesque Scenery of Yueqing" to develop leisure agriculture.Through great efforts in promoting the vigorous development of leisure agriculture in recent years,great achievements have been made and more and more tourists from surrounding regions have been attracted,leading to the further improvement in the reputation and popularity of Yueqing City.Research and analysis on the government performance of Yueqing City in promoting the development of leisure agriculture will provide guiding significance for the economic and social development of the Yueqing City and other regions across the country.The problems existing in the development of leisure agriculture are identified with combined qualitative and quantitative method,comparative analysis,literature review and other methods.To find out the problems of government performance in the development of leisure agriculture in Yueqing City with case method.The following conclusions are made combined with the practical situation of Yueqing:1.Based on the previous studies on the definition,and other theoretical issues of leisure agriculture,it is concluded that leisure agriculture is the organic integration of leisure tourism and agriculture,as well as the new engine to promote economic growth in rural areas;the leisure agriculture plays an important role in the construction of harmonious society and implementation of rural revitalization strategy in China.2.Yueqing municipal government promoted leisure agriculture development through industry planning,development introduction,policy support,and made some achievements,such as promoting the local tourism development,improving the farmer’s incomes,quickening urban-rural integration,etc.However,during the development process,there appeared some problems including support is not enough,imperfect government management and the government service is not in place,which limited the development of leisure agriculture.3.Through analysis of the important role that domestic and overseas government performance played in the leisure agriculture development,the article concludes the common practices and experiences of government regulating guidance,overall planning on agricultural tourism resources in the process of leisure agriculture development,providing an illuminating reference for Yueqing government.4.Considering the analysis of the problems existing in the development of leisure agriculture faced by Yueqing government performance and the related reasons,the suggestions and measures of universal significance are put forward :improving the government’s attention and increasing support for leisure agriculture,scientific and rational planning and fine government management,optimizing government performance mechanism and promoting service awareness,coordinating the interests of all parties to support the development of NGOs.Through the application of these suggestions and measures,the performance of government can be well established,in order to further promote the development of leisure agriculture in Yueqing City and even the whole country.
