Research On Grid Management In Rural Governance Of H County,L City,Sichuan Province

With the deepening of poverty alleviation work,great changes have taken place in the appearance of rural villages in Hejiang County.Coupled with the continuous implementation of urban-rural integration,the living standards in rural areas have been gradually improved,and the masses have more and more demands for public services.After the outbreak of COVID-19,a large amount of information needs to be quickly screened and collected,and the original information collection and processing methods can no longer meet the requirements of prevention and control.In order to meet people’s demand for high-quality public services and effectively prevent and control the novel coronavirus epidemic,Hejiang County has introduced the grid management model in urban areas.After continuous adjustment,grid management results are obvious.However,as a lot of work,such as forest fire prevention,dispute mediation,production safety,and ground disaster prevention and control,sinks to the grass-roots grid,it is very difficult to operate the grid,exposing a series of problems.This paper analyzes the current situation of grid management in Hejiang County in order to provide reference for its further development.Through literature research method,this paper briefly expounds the concepts of rural governance,grid and grid management,and summarizes the compatibility of composite governance theory and service-oriented government theory with grid management.On this basis,through the field research method,the author makes an in-depth analysis of the grid management status of Hejiang County,and finds that the grid management of Hejiang County has achieved a series of achievements,such as the organizational system from "complicated" to "simple",the management system from "chaotic" to "smooth",and the service system from "scattered" to "gathered".But at the same time,there are also problems such as imperfect system design,lack of talents,and imperfect assessment mechanism.After analyzing the actual situation,it is found that these problems are caused by the unchanged government functions,the insufficient guarantee of administrative funds,the inadequate construction of talent team,the special implementation background and other reasons.To this end,the paper puts forward optimization suggestions from four aspects: perfecting the system and mechanism,strengthening the construction of talent team,expanding the mass participation,and reconstructing the performance appraisal system.
