Research On Rural Grid Management Under The Background Of Modernization Of Grassroots Governance

In 2013,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed for the first time to "promote the modernization of the national governance system and governance capacity","Adhere to source governance,take grid governance and socialized services as the direction,and improve the comprehensive service management platform at the grassroots level.The report of the 20 th CPC National Congress in 2022 pointed out that in the past decade,the socialist system with Chinese characteristics has become more mature and more stereotyped,and the modernization level of the national governance system and governance capacity has significantly improved.At the same time,the report puts forward a scientific path to solve the problems of grass-roots social governance,"Adhere to and develop the" Maple Bridge Experience"in the new era at the grass-roots level,improve the mechanism for correctly handling the contradictions among the people under the new situation,strengthen and improve the people’s petition work,smooth and standardize the expression of the people’s demands,interest coordination,and rights and interests protection channels,improve the grass-roots governance platform of grid management,refined services,and information support,and improve the urban and rural community governance system."Grassroots governance is the cornerstone of national governance.Communities and towns,as the last branches of social governance,are the source of the vast majority of conflicts and disputes,and are the gathering points of social governance challenges.The implementation of grid management mode is an innovation of the old management methods.By scientifically dividing the grid,all people,land,objects,events,and organizations within the grid are included in grid management,reducing the pressure on grassroots governance,extending social governance to the most grassroots level of society,bringing service work to the people’s side,and transforming management functions into service functions.However,with the continuous improvement of urbanization,the imbalance and inadequacy of social development in rural areas and the significant gap between urban development have led to many problems in the operation of grid management.Continuously exploring,improving,and improving the grid management model of rural communities to meet the needs of rural society can help improve the effectiveness of grid management and further improve the modernization of grassroots governance.This article takes J County,Shanxi Province as an example to analyze the specific practice of grid management in the county.It analyzes important concepts such as "grassroots governance","grid management","urban and rural grid management","refined management",and explains public management theories such as refined management,seamless government theory,collaborative governance theory,and new public service theory.Research methods such as literature research,case analysis,and investigation research are used,A deep study was conducted on the basic situation,practical effectiveness,existing problems and reasons of grid management in J County,Shanxi Province.Through visits to relevant personnel and collection of survey questionnaires,it was found that there are problems in the operation of grid management in J County’s rural areas,such as incomplete institutional mechanisms,unreasonable personnel selection,and blocked system operation.The analysis shows that the reasons are outdated management concepts in rural areas and the difficulty of management due to population and geographical constraints,At the same time,the economic foundation is weak,and both software,hardware,and subsequent support are not in place.Propose countermeasures and suggestions for improving rural grid management based on the problems and their causes.
