A Study On The Problem Of Excessive Retention Of Grassroots Government

Necessary "leaving traces" is an effective way for the government to carry out work and facilitate work inspection.However,there is an excessive "job tracking"phenomenon in grassroots governments,which even leads to an excessive and extreme tendency.This excessive tracking behavior is one of the main manifestations of formalism.Although the rectification formalism has been running through every stage of the development of the Party and the country,formalism can always reappear in a new form.With the continuous development of modern society,formalism has bred a new variety in the process of continuous evolution--excessive residue.These phenomena show that the governance against formalism has the characteristics of repetition and complexity.Therefore,it is necessary to deeply analyze the applicable theories and the logic of excessive residue generation,and put forward the corresponding countermeasures,so as to strengthen the governance efficiency of the grass-roots government and improve the people’s satisfaction with the work of the grass-roots government.This paper attempts to use the pressure system and officials’ avoidance theory as the theoretical basis,select G Town government as the actual research object,analyze the problem of excessive residue in the governance process of grassroots government,and explore these problems through field research:What are the specific manifestations and hazards of excessive residue in grassroots government?What is the generation logic of the overrmark problem?What are the specific countermeasures to treat the problem of excessive marks?Through the field investigation of G Town,as well as the questionnaire survey and in-depth interview of G Town staff at all levels in various fields,it is found that there are three aspects of excessive residue problems in the governance of G Town government.One is to meet the superior inspection frequently under the pressure type system;Second,in the implementation of the work,there are layers of marking forms and work materials;Third,the use of various apps to implement the work,most of the staff flow busy politics.From the perspective of pressure system and officials’avoiding responsibility theory,in order to thoroughly control the problem of excessive scars in the governance process of grassroots government,we must start from the following three aspects:first,we should establish a correct view of achievements,straighten out the relationship between power,responsibility and interest at grassroots level,simplify the online and offline work process to improve the long-term performance appraisal mechanism of superior departments on grassroots level;Second,we need to improve the governance capacity of community-level officials,strengthen practical training for community-level officials,and encourage community people and social organizations to actively participate in governance.Third,we need to build a smart management platform.
