Research On The Issue Of Formalism In Grassroots Governance Under The Background Of Local Governance Modernizatio

For a long time,formalism has become a problem criticized by governments and departments at all levels.Governments and cadres at all levels abhor formalism,but they have repeatedly banned it,and even become more and more intense and innovative.General Secretary Xi Jinping gave instructions to Xinhua on an article entitled "formalism and new manifestations of bureaucracy" :the situation reflected in the article,which seems to be new,is actually an old problem,which once again shows that the "four winds" issue is intractable and complex.Moreover,many cadres also expressed their active and passive acquiescence,approval and participation in formalism when they mentioned formalism.This shows that this paper attempts to find out and study the reasons for the long-term existence of formalism and its solutions from the perspective of responsibility isomorphism.Formalism problems are manifested in the grass-roots level,but the crux is not in the grass-roots level.The grass-roots government,especially the township government,is the last level of China’s five level government management system.In the vertical responsibility allocation of the Chinese government with the same responsibility structure,the departments and institutions set up by the higher level government must be corresponding or centralized in the township government.The township government is engaged in the specific implementation of policies and directives at all levels,so the formalism at all levels is even higher at the township level More comprehensive,specific to be presented.This paper attempts to find the concrete embodiment,causes and Countermeasures of formalism from the grass-roots governance and township government governance system.
