Evaluation Of The Implementation Effect Of The New Rural Social Endowment Insurance Policy In Harbin

With the rapid deepening of aging,how to achieve elderly care in rural areas with outflow of young and strong population and large elderly population has become one of the most prominent challenges at present.The 14 th Five-Year Plan proposes to accelerate the improvement of the multi-level social security system,and the new rural social old-age insurance,as an important part of the construction of the rural old-age security system,plays a key role in alleviating the problem of rural aging.However,in Harbin,where the problem of rural aging is serious,the implementation of the new agricultural insurance policy still has problems such as low level of protection and low enthusiasm for insurance participation,and the implementation effect of Harbin’s new rural social old-age insurance policy needs to be improved,and it is necessary to find out the key factors restricting the improvement of its policy and implementation effect through evaluation.Therefore,this paper focuses on Harbin’s new rural social endowment insurance policy,and uses subjective and objective empowerment methods and gray fuzzy comprehensive evaluation method to evaluate the implementation effect of Harbin’s new rural insurance policy,so as to provide a theoretical basis for the optimization of its implementation effect.This paper first takes the research background of Harbin’s new rural social old-age insurance policy as a starting point,sorts out the research status and related concepts at home and abroad,and analyzes the implementation status of Harbin’s new rural social old-age insurance policy.Secondly,based on the six dimensions of effectiveness,fairness,sustainability,sense of gain,happiness and security,the evaluation index system of the implementation effect of Harbin’s new rural social endowment insurance policy was constructed.Finally,the comprehensive analytic hierarchy method and entropy method determine the index weight,and the gray fuzzy comprehensive evaluation method is used to construct the evaluation model,and the implementation effect of Harbin’s new agricultural insurance policy and the factors restricting its effect are empirically analyzed.The results show that the implementation effect of Harbin’s new agricultural insurance policy is good and meets the basic requirements,but there are still deficiencies in the level of old-age security,enthusiasm for participating in insurance,fund operation efficiency,and relevant legal systems.In order to further improve the implementation effect of Harbin’s new agricultural insurance policy,this paper puts forward some suggestions on improving the level of old-age security,enhancing the enthusiasm of rural residents to participate in insurance,optimizing fund operation efficiency,and improving the legal system,so as to promote the healthy development of Harbin’s new agricultural insurance policy.
