| As a Chinese saying goes,"Innovation is the soul of a nation’s progress and an inexhaustible driving force for its prosperity." Historical experience also shows that scientific and technological revolution can greatly change a country’s international status and profoundly change the pattern of world development.As the status of scientific and technological innovation has been raised to an unprecedented height,all regions across the country have made it a top priority to improve their scientific and technological innovation capacity.In recent years,the autonomous region party committee,government and related departments further studied the implementation of the important speech spirit of important instructions and General Secretary of the CPC Central Committee Xi major decision deployment,and great efforts were made to accelerate innovation of science and technology for further research and system design.A series of policies played a positive role to promote scientific and technological innovation ability of Inner Mongolia.However,while making achievements,we should rationally analyze whether these policies are good or bad in the real implementation process.On this basis,more perfect measures were put forward to provide more theoretical support for the Inner Mongolia Autonomous Region to accelerate the construction of "Innovative Inner Mongolia".The science and technology innovation policy of Inner Mongolia Autonomous Region was taken as the research object,and the implementation effect of the science and technology innovation policy of Inner Mongolia Autonomous Region was evaluated by combining qualitative and quantitative methods.First of all,from the perspective of the economic and social development and scientific and technological innovation level of Inner Mongolia Autonomous Region,the significance of the evaluation of science and technology innovation policy and the research status at home and abroad were analyzed.Then the science and technology innovation policies of Inner Mongolia Autonomous Region were listed systematically,and the present situation of science and technology innovation policies were summarized from science and technology innovation demand policy,science and technology innovation supply policy and science and technology innovation environment policy.After that,the evaluation indexes were selected to construct the index system of the implementation effect of the Inner Mongolia scientific and technological innovation policy.The membership degree was calculated by fuzzy comprehensive evaluation method,and the index weight was determined by entropy method.The evaluation results were obtained by multiplying the two indexes,so as to analyze the implementation effect of the policy.The empirical part of this thesis was based on the analysis of the implementation effects of science and technology innovation policies in Inner Mongolia Autonomous Region during the eight years from 2011 to 2018.Then,based on the relevant index data of 12 league cities in Inner Mongolia Autonomous Region in 2018,the implementation effects of science and technology innovation policies in 12 league cities in Inner Mongolia Autonomous Region were analyzed horizontally.By comparing the implementation effect of innovation policy in different city in Inner Mongolia,the possible problems in the actual implementation and opinions for the better implementation of the policy were put forward.The research showed that the overall effect of science and technology innovation policies in 2017 and 2018 were better than the first six years,and a significant upward trend emerged,which enough to reflect the current published policy implementation effect was remarkable,especially in the technological innovation needs policy,followed by the innovation demand policy.And the innovation environment policy still needed to be further strengthened. |
