In order to accelerate the development of higher education and further play its supporting role in the country's overall national strength,China has successively promulgated the “Overall Plan for Coordinating the Promotion of World-Class Universities and World-Class Disciplines” and “The Implementation Method(provisional)for Coordinating the Promotion of World-class Universities and World-Class Disciplines.Then,the list of construction for World-class universities and World-class disciplines was announced.From then,"double-first-class" construction officially entered the implementation stage in China.Driven by national strategy,Chinese provincial governments have also promulgated a series of policies to accelerate the promotion of world-class universities and disciplines in the region.The provincial “double first-class” policy is an important part of Chinese “double-first-class” policy,and it is of great theoretical and practical significance to study this policy system.This paper uses the literature research method to systematically sort out the current research status at home and abroad,and then clearly defines the core concepts such as “double-first-class” and policy texts.Furthermore,it mainly applies the content analysis method and statistical analysis method to quantify the 30 policy texts issued by Chinese provincial governments from the perspective of empirical research.Firstly,based on content analysis method,the research shows that the typical characteristics of Chinese provincial “double-first-class” policy are the convergence of policy name and policy structure,the phased and quantitative policy objectives.In addition,innovating institutional mechanisms stimulates internal motivation.The existing problems mainly appears in three aspects,such as single source of funds,single evaluation criteria for first-class disciplines,and it pays more attention to introducing rather than cultivating talents.Secondly,based on two-dimensional framework of policy tools and policy themes,this paper indicates that this policy system has some other characteristics.For example,the governments mainly make the decision on policy,policy instruments are unbalanced applied and policy themes are relatively focused.Finally,based on the above empirical research conclusions,this paper proposes an optimization strategy for Chinese provincial “double first-class” policy from three dimensions,such as policy content,policy tools and policy themes.
