Research On The Problems And Countermeasures Of Local Government Function Fulfillment In The Development Of "Intelligent Reform And Digital Transformation" In Hanjiang District

Intelligent transformation,digital transformation(hereinafter referred to as"intelligent transformation")is not only the new goals and hard requirements of the central and provincial governments,but also the new responsibility and new examination questions of Ganjiang to write a new chapter of "strong,rich,beautiful and high".Looking at the world,intelligence and digitalization give a new positioning to productivity and production relations,economic and social development is in a period of deep change.Throughout the province,Ganjiang District can only firmly grasp the new opportunity of "intellectual reform and digital transformation" to maintain the first position in the city without wavering.The "wisdom to change the number of turn" is conducive to enhance the efficiency of the allocation of land factors,reduce the negative impact of rising labor costs and rising raw materials,capital investment leverage effect can be magnified.Through the "intellectual transformation",enterprises have achieved a reasonable division of labor in all aspects of production,not only improving production efficiency and product quality,but also accelerating research and development,improving management,reaping the dividends of "intellectual transformation" and establishing their position as the industry leader.In recent years,the industrial enterprises in Ganjiang District are facing the difficulties of traditional manufacturing enterprises,such as the rising cost of production factors and the difficulties of traditional development mode,unless the enterprises liberate their minds and embark on the road of intelligent and digital transformation,the future development is really worrying.In this article,we take the current situation of the development of "intelligent transformation and digital transformation" in the local economy as the research theme,take the performance of Ganjiang District Government as the research object,and discuss the issues related to the performance of local government functions in the development of "intelligent transformation and digital transformation" in Ganjiang District.The main research ideas of the article are:firstly,the current situation and effect of governmental functions in Ganjiang District are discussed through questionnaire survey;secondly,combined with the actual situation of manufacturing economy development in Ganjiang District,the governmental functions in Ganjiang District are analyzed to have limited effect in promoting intelligent manufacturing in manufacturing industry,large gap of intelligent manufacturing public service platform,existing policies,and the development of "intelligent reform and digital transformation" in Ganjiang District.The main reasons for the problems of government performance are the lack of institutional guarantee for manufacturing intelligent manufacturing,insufficient efforts to build public service platform,insufficient sound talent system and policy system,and insufficient cooperation and execution of government departments.Through the analysis of the problems and causes of the previous period,using the comparative analysis method,combined with the experience of Tokyo Ota District in Japan,Chicago Loop District in the United States and Changzhou Wujin District and Wuxi Xishan District in the province,it is suggested that Ganjiang District government should use the incentive policy to protect the enterprise,build the public service platform of intelligent manufacturing,strengthen the professional talent support of "intelligent transformation",and improve the "intelligent transformation" of government departments.The government departments should make efforts in the aspects of "intelligent change and digital transformation" cooperation.
