| Since the quality of the civil service team is related to the implementation of the government service concept and policy guidelines,the performance appraisal of civil servants is one of the important tasks of the administrative department.At present,China’s civil servants have made great progress in the performance appraisal work.However,there are still imperfections in the system construction of performance appraisal for civil servants.In particular,the adoption of digital information management technology is still difficult to break the dilemma of difficult performance appraisal of civil servants.With the in-depth extension of technological governance in the government field,the digital reforming of civil servant performance appraisal has become an important task of administrative system reform.How to make good use of big data technology to improve the efficiency of performance appraisal of civil servants is of great significance to promoting the modernization of China’s government management system and management capabilities.Based on this,we need to focus on the development basis and operation process of civil servant performance appraisal reform in the context of digitalization.First of all,the study expounds the relevant concepts of civil servant performance appraisal,and clarifies the difference between civil servant performance appraisal,government organization performance appraisal and enterprise performance appraisal,combined with the technology-organization two-way debugging theory and the 360-degree performance appraisal method,to lay a theoretical foundation for the analysis of the stage development characteristics of digital personnel in the tax system.Secondly,the interview method and case analysis method are used to analyze the problems of digital personnel operation in the tax system.First,take the operation status of the digital information management system as the starting point,sort out the results achieved by the digital information management system,and summarize the development of the digital information management system based on the existing research literature and research data.Second,analyze the development dilemma in the process of interaction between information tools and organizational systems in the context of digitalization.Third,the causes of development dilemmas are deeply analyzed from the five dimensions of assessment indicators,organizational performance,subjective factor interference,information barriers,and result application.Finally,it points out the optimization measures for the digital reform of civil servant performance appraisal.In view of the problems before the adoption of technology,it is proposed that the quantitative assessment index system should be improved and the correct personal performance appraisal concept should be established;for the problem of organizational debugging,it is proposed that the digital performance appraisal process should be improved and a two-way interaction framework of technology-organization should be established;for the measures of system adaptation,it is proposed that a collaborative and shared appraisal structure should be created from the aspects of promoting personal performance appraisal and matching organizational performance appraisal goals and reshaping business norms. |
