| The report of the Nineteenth National Congress of the Communist Party of my country emphasized that the fundamental problem facing our country is "the people’s needs do not match the actual development." The fundamental purpose of building characteristic towns is the coordinated development of urban and rural areas,improving local governments’collaborative service capabilities and collaborative governance capabilities,and gradually reducing the gap between urban and rural areas,and at the same time,it can better meet the actual needs of the people.This paper selects Famen Town in Shaanxi Province as the research object,and investigates and studies in depth whether the township government has effectively performed government functions in the process of building a characteristic town,find out the unreasonable parts,and analyze the reasons for the problems.To help township governments better perform government functions.First of all,the paper introduces the general situation of the characteristic towns in Famen Town,and uses questionnaires and case interviews to investigate the current situation of government functions in the construction of the characteristic towns in Famen Town.The results show that the respondents are generally satisfied with the implementation of government functions in the construction of the characteristic towns in Famen Town.higher,but there are still some problems.Secondly,the paper expounds the problems and reasons of the government’s function performance in the construction of the characteristic town of Famen Town.The existing problems include the need to strengthen the industrial policy,the planning and design is not scientific and reasonable,the supply of public services is not balanced and sufficient,and the synergy of multi-subject collaborative governance is insufficient.Including the weak awareness of cultural protection and inheritance,the overlapping of powers leading to insufficient planning and coordination,insufficient capital investment affecting the efficiency of public service supply,and the self-interest of the government hindering the coordinated efforts of multiple subjects.Finally,the thesis puts forward suggestions for optimizing the performance of government functions in the construction of the characteristic town of Famen Town.The specific measures include strengthening the guidance of industrial policies,strengthening the planning anddesign of the town,providing high-quality public services,and improving the supervision and management system.Through in-depth research and analysis of the functions of the township government in the process of building characteristic towns,the paper can build a bridge for communication and exchanges for all parties,clarify the responsibilities and obligations of all parties in the process of building characteristic towns,and effectively share All resources have laid the foundation for building a service-oriented government.At the same time,it can improve the construction quality of characteristic towns and promote high-quality development of characteristic towns. |
