Characteristic towns are a platform for innovation and entrepreneurship that gathers industrial characteristics,integrates production and living ecological space,and is different from administrative towns and industrial parks.Characteristic towns have created a new governance mode,but the main body of their establishment is still the county and township governments,and their development is still inseparable from the public service support of the township government.The cultivation and development of characteristic towns in an orderly and standardized way is an important embodiment of the transformation of the local government from a management-oriented government to a service-oriented government.At present most township government in promoting the characteristic town development should be how to play the function of public service aspect is still in the primary exploration stage,therefore,carry out good government guidance,enterprise main body,market operation of the core requirements,the township government functions in characteristic town construction,for the local government to better serve the local economic and social development,constantly meet the needs of people’s economic and social development,has important practical significance.This study in Y city W town intelligent high voltage electric characteristic town as the research object,through the literature analysis,field research,experience summary,using public governance theory,service-oriented government theory and guiding government function theory,combined with the current characteristic town construction and characteristic town construction W town government started the present situation,focus on how to use the play of the government function,improve characteristic town construction effect,make the characteristic town construction more scientific and perfect.This study found that W town in the construction of intelligent high voltage electric characteristic town play to the functions of government development of insufficient capital investment,function orientation is inaccurate,land index security,lack of supporting support system,professional talents to introduce insufficient problems,at the same time,further dig into characteristic town causes of the problem,found the present W town government financial weak,administrative concept transformation does not reach the designated position,land index examination and approval difficulties,service-oriented government concept does not reach the designated position,government personnel training and introduction is not strong.Based on this,this study combined with other characteristic town successful experience,put forward to broaden the source of funding,promote investment,scientific definition of the township government functions,guarantee the characteristics of town construction land index,perfect basic facilities,strengthen personnel training and the introduction of optimization path Suggestions,for Y city W town intelligent electrical characteristic town construction and similar manufacturing characteristic industry town construction provides a multi-angle reference,in order to promote the construction of small town and sustainable development.
