Research On The Participation Of Community Foundation In Cooperative Production Of Community Elderly Care Services

Promoting the high-quality development of social organizations is that Internet philanthropy makes individual philanthropic actions play a greater social value,which is highly consistent with the social background of the third distribution.The traditional local philanthropic culture provides the impetus for the development of community foundations.More and more community elites,entrepreneurs and other informal relationship resources rely on the community foundation to actively shoulder the public welfare mission,and provide new ideas for philanthropy to enter the field of old-age care to solve the problems of old-age care.The community pension service projects supported by community foundations have different characteristics,and play the functions of resource linking and service supply.They rely on social autonomy to achieve bottom-up community governance,tap informal charitable resources with flexible governance tools such as public service motivation and social responsibility,and form an effective link between community foundations and community pension service supply based on social capital-public service motivation,which provides an explanatory framework for exploring China community foundations’ participation in cooperative production of pension services.The research focuses on the core proposition of "community foundation participating in the cooperative production of community elderly care services",establishes a theoretical analysis framework according to the analysis logic of "SFIC model cooperative security conditions-starting conditions-process conditions-result conditions",and makes a comparative analysis of the influencing factors of community foundation participating in the cooperative production of community elderly care services in 16 typical cases by combining the qualitative comparison analysis method of multiple cases Cooperation ability,willingness to cooperate,motivation to cooperate,social trust,social network relationship and their combination of conditions explain the cooperation effect of different community foundations participating in community elderly care services,With the help of the configuration solution of positive high cooperative production performance and negative non-high cooperative production performance of the community foundation participating in the community elderly care service,this paper attempts to explore "why does the community foundation participate in the cooperative production of the community elderly care service" and "what factors will promote the emergence of the community foundation participating in the cooperative production of the elderly care service".On this basis,the study puts forward some thoughts on the issue of "how to configure different types of community foundations to become the generation path of ’participating in the cooperative production of community pension services with high performance’".Answered research questions such as "why community foundations in some regions are more willing to support cooperative production of community pension services than those in other regions" and "how to configure the applicable limits of different types of community foundations into the generation path of ’cooperative production with high performance’".The research results show that according to the different leading factors,there are four cooperation paths:administrative embedding,resource-driven,institutional inspiration and cooperative partner.There are three main paths for high cooperative production performance.For the administrative embedded cooperative paths led by the government,such as Sicheng Community Foundation and Yaofangmen Community Foundation,we should fully stimulate the participation enthusiasm of professional pension institutions,residents and other subjects by using a good institutional environment to further improve the efficiency of government services.For the resource-driven cooperation paths with relatively low public service motivation,such as Taoyuanju and Yanji community foundations,based on the existing enterprise-led capital advantages,we should make efficient and accurate use of market investment methods,promote the appreciation of charitable donation funds,make up for the shortcomings in community pension funds,realize the rolling development of resources,and provide financial support for the improvement of the performance of pension service cooperation.For the institutional inspiring cooperation paths,such as Jinli Foundation and Shekou Community Foundation,the positive cooperation motivation and strong ability to gather cooperation resources,driven by the concept of social responsibility and public service,further integrate and utilize community resources to maximize the benefits of community pension services.For the future ideal community foundation to participate in the cooperative partnership path of community elderly care services,it is necessary to integrate community social capital and public service motivation,and the institutional environment and cooperation motivation are interdependent,forming an organism of "community street neighborhood committee guidance,community foundation participation,professional elderly care institutions accompanying,and community residents participating".The community foundation will transform social elderly care resources into localized resources,injecting vitality into the high-quality development of the elderly care industry in the region.
