Research On Problems And Countermeasures Of Community Pension Service In Changchun City

With the rapid economic development,the problem of population aging in our country has become increasingly severe and the issue of elderly care has become the focus of attention of the whole society.Community pension service can solve the problem that the elderly cannot be cared for by their only child,and at the same time community pension service can ease the government’s financial pressure,so community pension services are currently very popular.The paper uses Maslow’s demand theory,community theory,and welfare pluralism theory as the research foundation,using literature data method,questionnaire survey method and comparative research method,The paper analysis systematically the current policy system,funding sources and community pension service content for the elderly in Changchun City.It is concluded that the community pension services in Changchun City have the characteristics of government-led,multi-subject participation and significant operational effects.At the same time,it is found that there are some areas for improvement in community pension services in Changchun City,which are mainly reflected in the unclear division of powers and responsibilities of related functions,relatively outdated infrastructure,shortage of supply of elderly care service institutions,and improve the professional skill of community pension service.The main reason for the above problems is that the policy support for community pension services in Changchun City needs to be further increased.The government’s funding support should be steadily increased,and community elderly service institutions should be strengthened to respond to the increasing demand for elderly care.At the same time,the government should expand the training of professional talents for elderly care services to ensure the high-quality development of community elderly care services.By sorting out the development of community elderly care services in the United Kingdom and Japan,the government should encourage multiple participator to participate in community,enriching the community elderly care services,and focuse on the cultivation of nursing talents.It is an important reference for community elderly care services in Changchun City.With the rapid growth of the eldly,Changchun must break the constraints of economic development,continue to take advantage of the development of community elderly care services in Changchun City.And we need to explore measures that are more suitable for the continuous improvement of community pension services in Changchun.On this basis,we put forward to reasonable suggestions in the following areas,including clarifying the division of responsibilities of government functional departments,broadening the funding sources for community elderly care,adding community elderly care service institution,and training professional talents for community elderly care services.
