| Since the 19th National Congress of the Communist Party of.China,the strategy of rural revitalization has received more and more attention from Party committees and governments at all levels and the expectations of hundreds of millions of farmers.It is not only a major measure to fundamentally solve the "three rural" problems,but also to promote the development of rural economy.However,in the process of implementing the rural revitalization strategy in China,we have completed the formulation of relevant goals,and our current implementation effects and achievements cannot meet the general requirements of "20 words"(i.e.,industrial prosperity,ecological livability,effective governance,rural civilization,and affluent life).In the process of implementing the rural revitalization strategy,village cadres play a leading role,and their quality,ability and professional level directly affect the effect and quality of the implementation of the rural revitalization strategy.Therefore,it is of great theoretical and practical significance to study the optimization of village cadres under the background of the rural revitalization strategy,which can more specifically solve the emerging problems.Yanchi County is the first county out of poverty among the nine national poverty-stricken counties and districts in Ningxia.It is also a mountainous county,with typical economic and management levels.The research object of this paper--Yanchi County Wanglejing Township,Yanchi County is a very representative and typical township.First of all,the county is a total of 8 townships,1 street office,Wang Lejing township is the only 8 townships in the poor village full coverage of the township,that is,the jurisdiction of 13 villages were once poor villages,later all out of poverty.Secondly,among the 8 townships(towns)under the jurisdiction of Yanchi County,6 are economically developed and have prominent construction projects,while the other 2 are moderately developed.And Wang Lejing township is an economic general township.Finally,there are 13 villages in the area of Wang Lejing Township,among which there are both relatively developed villages and villages with general economic level.This can show the economic level of the region in a balanced way,show advanced and backward,reflect the overall situation,and provide a realistic basis for consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization to explore a more reasonable development model.Taking Wanglejing Township of Yanchi County as an example,this study studied the current situation of the village cadre team in Wanglejing Township of Yanchi County from the cultural level,age structure,tenure and other aspects through questionnaire survey and field observation on the basis of reference to the human resource management theory and incentive theory of the public sector.The results show that the existing village cadres in Wanglejing Township of Yanchi County have some problems,such as weak comprehensive ability,insufficient motivation,low salary,and insufficient attention to the rural reserve cadres.And targeted analysis of the root causes of the problem,mainly including:the downward transfer of social development pressure,the selection and assessment mechanism is not perfect,the selection and assessment mechanism is not perfect,the training and development mechanism is not mature.On the basis of in-depth analysis and summary,using the human capital theory and incentive theory of the public sector,combined with the reality of local economic and social development,this paper puts forward practical countermeasures and suggestions from four aspects:improving the selection standard,improving the assessment and evaluation mechanism,building a reasonable salary security system,and speeding up the formation of the village cadre training mechanism.Optimizing the rural cadre team of Wang Lejing is conducive to the steady promotion of the rural revitalization strategy. |
