Research On The Construction Of The Cadre Team Of Village "two Committees" Under The Background Of Rural Revitalization Strategy

The rural revitalization strategy was first proposed at the 19 th National Congress of the Communist Party of China in 2017,At the Central Rural Work Conference of that year,General Secretary Xi Jinping proposed "We should strengthen the cultivation,allocation,management,and use of the cadre team in the work of agriculture,rural areas,and farmers" "Cultivate a rural working team that understands agriculture,loves the countryside,and loves farmers",which pointed out the direction for the construction of rural cadres.In the central rural work in 2022,General Secretary Xi Jinping proposed "Comprehensively promoting rural revitalization is an important task for building an agricultural power in the new era".Agriculture and rural areas are the short plate of our modernization construction.As the main force of cadres of agriculture,rural areas and farmers,village cadres of the "two committees" play an irreplaceable role in promoting the implementation of rural revitalization and the foundation and support of building an agricultural power.They are not only responsible for the publicity,implementation and implementation of the superior Party committee and government policies,but also responsible for serving the villagers and leading them to become rich together.Article 15(5)of the Supervision Law of the People’s Republic of China stipulates that the supervisory organs shall supervise the personnel engaged in management in the grass-roots mass self-governing organizations.The cadres of the village "two committees" are the personnel engaged in management in the village-level self-governing organizations and are the objects of state supervision.Although their powers are limited,they play a particularly crucial role.Strengthening the construction of the cadres of the village "two committees",comprehensively improving the political literacy,working ability and style of cadres of the village "two committees",improving the cohesion and combat effectiveness of the cadres of the village "two committees",building a cadre of cadres of the village "two committees" who want to do something,can do something and can do something,is an objective requirement for comprehensively promoting rural revitalization and building an agricultural power.It is also a practical need to better serve the people.This paper selects the cadres of the village "two committees" in Z county as the research object,expounds the core concepts of rural revitalization strategy and village "two committees" cadres,introduces the theoretical basis of human capital theory and two-factor theory,and uses literature analysis,questionnaire survey,interview and other research methods to fully investigate the working status of the cadres of the village "two committees" in Z County and the current situation of the cadre team construction.Through the collation and induction of the survey data,this paper analyzes and studies the problems existing in the construction of the village "two committees" cadres,and then analyzes the causes and puts forward corresponding countermeasures.First of all,based on the current research,combined with the survey data analysis and interview content,this paper summarizes the problems existing in the construction of the cadres of the "two committees" in the village of Z county under the background of rural revitalization,namely,unreasonable structure of the cadres of the village "two committees",insufficient ability to adapt to the rural revitalization,poor incentive effect,and weak work style.Secondly,from four aspects of selection mechanism,training system,incentive mechanism and supervision,the deep-seated reasons for the existing problems are summarized.First,the selection mechanism of the village "two committees" cadres is unscientific,which is manifested as traditional conservative selection and employment paths,the cadre recommendation procedure needs to be innovated,and the reserve talent echelon construction is insufficient.Second,the village "two committee" cadres training system is not perfect,manifested as the lack of teachers,the lack of overall planning,the process management is not strict;Third,the incentive mechanism is not perfect,including the compensation system is not perfect,the power and responsibility contradiction is prominent,the assessment mechanism is not perfect,the promotion channel is narrow;Fourth,the supervision is not strong enough,as shown by the village level open system is not in place,the superior supervision is absent,democratic supervision link is weak.Finally,suggestions for improvement are put forward from four aspects of selection,training,incentive and supervision,including establishing and perfecting a scientific selection mechanism,constructing a systematic education and training system,optimizing the incentive system of cadres in the village "two committees" and perfecting the collaborative supervision mechanism.It is expected to achieve the purpose of strengthening the construction of cadres in the "two committees" of Z county village through the above suggestions,and provide talents support for the better implementation of the rural revitalization strategy.
