Performance Evaluation Of Poverty Control In Qingdao West Coast New Area In Post-Poverty-Alleviation Era

With the victory of the battle against poverty,China has entered the "post poverty alleviation era" of poverty governance.Based on the problems of relative poverty,large gap between the rich and the poor,urban-rural dual structure,backward agricultural and rural development and low farmers’ income,China has proposed to start the implementation of the plan for agricultural and rural modernization and establish a five-year transition period to realize the transition from concentrating resources to supporting poverty alleviation to comprehensively promoting rural revitalization.The post poverty alleviation era puts forward higher requirements for the use of pro-poor resources and effectiveness of pro-poor policies.Qingdao West Coast new area should take the lead in building a demonstration area of common prosperity in Shandong Province.Therefore,exploring a scientific and reasonable evaluation of the poverty governance performance of Qingdao West Coast New Area is of great significance for Qingdao West Coast new area to improve the quality of poverty eradication,stabilize the results of poverty eradication,and improve its self-development ability and poverty governance level.Combined with the theories of capability poverty theory,low-level equilibrium trap theory,diversified governance theory and resource allocation theory,on the basis of research and analysis of relevant domestic and foreign literature,this paper describes the current situation of poverty governance in Qingdao West Coast new area,such as governance subject,governance object,governance content and methods,and summarizes and analyzes the problems existing in the governance process.Based on the post evaluation index system of the national and Shandong Province for consolidating the achievements of poverty alleviation,and combined with the research literature of relevant scholars on Poverty Governance Performance Evaluation and local specific conditions,the expert discussion method is adopted to preliminarily screen the evaluation indexes,The questionnaire was issued,and the membership analysis method was used to determine the poverty governance performance evaluation index system of Qingdao West Coast New Area in the post poverty alleviation era,which included two dimensions and nine secondary indicators,and the weight of each index was obtained through expert survey method.Using the fuzzy comprehensive evaluation method,this paper makes an empirical study on the poverty governance performance of seven sample towns and streets in Qingdao West Coast new area.According to the evaluation results and the analysis of current problems,this paper puts forward the strategies to improve the poverty governance performance of Qingdao West Coast New Area in the five-year transition period,including perfecting the multi-governance subjects,perfecting the poverty control methods,perfecting the supervision and examination mechanism,etc.
