Discipline inspection at the grassroots level has a great responsibility.It is a reliable guarantee to promote anti-corruption,ensure the public power of the state and ensure the compliance of laws.After the 18 th National Congress of the CPC,China is faced with a new situation of anti-corruption.The original "discipline inspection-administrative supervision" system has a series of problems,such as scattered supervision force,narrow scope of supervision authority,legal difficulties in supervision means,serious "micro corruption" phenomenon at the grassroots level,and so on.The reform of supervision system is urgent.After the reform of the supervision system,the former administrative supervision has been transformed into national supervision,the discipline inspection and supervision bureaus have been transformed into the discipline inspection and supervision commissions,and the anti-corruption and anti-corruption departments of the procuratorial organs have been merged,so that the previously dispersed functions have been relatively centralized and the personnel allocation has been more reasonable.However,after the reform of the supervision system,the joint office of the Commission for Discipline Inspection and Supervision is still in the stage of exploration and development.In particular,some county-level local governments have some problems in the practice process of the reform of the joint office of the Commission for Discipline Inspection and supervision,and failed to fully achieve the expected results of the reform of the supervision system.It is worth further exploration and research to ensure that the joint office of the Commission for Discipline Inspection and supervision plays its due role.This paper mainly introduces the situation of the office of the Discipline Inspection Commission after the reform of the supervision system,comprehensively combs the background of the office of the discipline Inspection Commission,and uses the theory of organizational structure,the theory of power balance,the theory of collaborative governance and the method of literature research,interview and case analysis to analyze the problems existing in the practice of the reform of the office of the discipline Inspection Commission and the Supervision commission of Z County.Under the situation of supervision system reform,the shortcomings and problems existing in the office practice of Z County Discipline Inspection Commission and Supervision Commission were investigated and studied,and combined with real cases,the interview results of the former staff of Z County Discipline Inspection Commission and Supervision Commission and the staff transferred to the procuratorate were conducted.Put forward the office practice of Z County Discipline Inspection commission,there are problems such as the function of the staff of the Discipline Inspection commission,the lack of internal and external supervision and constraints of the discipline inspection commission,the cooperation degree of the internal staff of the discipline inspection commission is not high,and the supervision and enforcement level of the discipline inspection commission is weak.Analyze the existing problems seriously and point out that the reasons for the above problems are not in place,the rules and regulations are not perfect;Second,internal supervision is not independent,and external supervision is diversified;Third,systematic training is less,the salary is unreasonable;Fourth,the lack of professional knowledge in case handling makes it difficult to supervise and enforce discipline.Combined with the author’s work experience in discipline inspection and supervision department,valuable suggestions are put forward on how to effectively solve the problems existing in the office practice of Z County Discipline Inspection and Supervision committee.First,optimize the standard system and improve the internal office;Second,build internal and external linkage mechanism to strengthen supervision of supervisory power;Third,improve the personnel management mechanism,strengthen discipline inspection and supervision team construction;Fourth,we will enhance the professional competence of cadres and improve the mechanism for employing them.It is hoped to provide useful reference for further optimizing the discipline inspection work at the grassroots level after the reform of the supervision system.
