| In recent years,the anti-corruption work become the focus of the task,in the national work and some achievements have been made.And cadres of discipline inspection direct development of anti-corruption mission,is of vital significance for China’s anti-corruption work.But look from the current situation and anti-corruption task is still grim.For the integration of the national anti-corruption strength,give full play to the discipline inspection organs of the supervisory function,better the constraints of the public power,under the unified leadership of the CPC Central Committee,led by the CPC coordination in China’s zhejiang province,Shanxi Province and Beijing launched related discipline inspection system reform pilot work.After the pilot work,discipline inspection system reform will be promoted gradually to the national scope,then set up provincial,city and county levels and supervision committee.Under this background,the current disciplinary inspection work faced with new challenges and tasks.Disciplinary inspection cadres at the grass-roots level as a witness to the disciplinary inspection and supervision system reform and participants,in the reform of discipline inspection system play an important role.To strengthen the construction of grass-roots cadres of discipline inspection,improve the comprehensive ability of cadres of discipline inspection,is the inevitable requirement of the current reform of discipline inspection system in our country.On the basis of literature review at home and abroad,this paper studies the construction of grassroots discipline inspection cadre team by selecting A county as an example under the background of discipline inspection system reform through combining theory with practice.The first part of the introduction focuses on the background and significance of the topic of this paper.At the same time,the relevant literature and materials at home and abroad are analyzed and the previous research results and main viewpoints are sorted out and evaluated.The second part of this paper systematically summarizes and analyzes the definitions and explanations of relevant professional terms such as "discipline inspection and supervision system reform" and "grassroots discipline inspection and supervision cadres",and makes use of public management theory and human resources theory as the basis.The third part mainly expounds the reform process of China’s discipline inspection and supervision system,and analyzes the new challenges of the current discipline inspection and supervision system reform in combination with the new requirements of General Secretary Xi Jinping for discipline inspection and supervision cadres,the latest policy theories of the 19 th National Congress of the CPC and the Fourth Plenary Session of the CPC.The fourth part of this paper analyzes the current situation of the construction of discipline inspection cadres in A county.This paper mainly introduces the situation of A county,the composition of discipline inspection and supervision cadres in A County,the measures taken by the cadre team construction and the achievements achieved.The fifth part points out the deficiencies of A county discipline inspection cadre construction and points out the causes of the problems.The sixth part puts forward countermeasures and suggestions to strengthen the construction of discipline inspection and supervision cadres in A County,including strict ideological and political construction,paying attention to theoretical study,paying attention to the cultivation of responsibility consciousness,cooperating with the reform of discipline inspection and supervision system,improving the system of selecting and employing personnel,improving supervision,encouraging mechanism,and establishing performance appraisal system.The seventh part is the conclusion and prospect of the paper.It summarizes and prospects the problems of the grassroots discipline inspection cadre team construction. |
