"No lawsuit",that is,eliminate litigation,was first proposed by Confucius.In recent years,along with the development of social economy,the social disputes of explosive growth,because of all kinds of disputes caused by extreme case events also happen from time to tome,disputes resolve work under a lot of challenges,many areas have carried out the construction of "no suit village house",aims to build a "little litigation,litigation and non-litigation" social environment,Of course,"non-litigation" is the ultimate pursuit of harmonious social relations,and the specific way is through the continuous optimization and improvement of social conflicts and disputes resolution work.This article from the perspective of social governance,in order to S city N area based on the construction of "no suit village house" case,according to the theory of social conflict and collaborative governance theory as the theoretical basis,through the case analysis,questionnaire survey and participatory observation and other methods,to S city N area carries on the analysis on the construction of "no suit village house" of research,this paper introduces the general idea that the disputes,Based on the theory of collaborative governance,the paper analyzes the problems existing in the construction of"non-lawsuit village housing" in this area from three aspects:subject,concrete process and mechanism connection.Developed countries started earlier to explore the resolution of conflicts and disputes,and the relevant system design of multiple resolution of conflicts and disputes provides a certain reference for China.In addition,China’s Zhejiang Zhuji,Anji and other places to explore the first trial,fit China’s national conditions,play a positive role,is also worth learning and promotion.Through the above comparative analysis of the prevention and resolution mechanisms of conflicts and disputes in social governance at home and abroad,the deep-seated reasons for the problems in the construction of"non-litigant village housing" in N district are analyzed.On this basis,the countermeasures are analyzed,and the improvement path of the construction of "non-lawsuit village residence" in N district of S City is proposed.From the perspective of ideology,the social administrators and the public are guided to form a diversified concept of contradictions and disputes.From the main body,implement the government-led overall planning responsibility,give full play to the judicial function of the court,attract social forces to participate in the formation of maximum synergy;In terms of means,the "online+offline" dispute resolution mechanism coordination platform was built,the establishment of district-level conflict and dispute resolution service center was explored,and the information construction of conflict and dispute prevention and resolution was promoted.Institutionally,we will improve the mechanisms for forecasting and early warning,tiered dissolving,funding guarantee,and personnel training.In addition,this paper also looks forward to the promotion of"non-litigation-related village living" at a larger level,and calls for improving top-level design and legal supply,ensuring people’s livelihood,squeezing possible space for conflicts and disputes,and providing the most solid foundation for the governance of social conflicts and disputes.
