To promote reform of the discipline inspection and supervision system is a major decision and plan put forward by the CPC Central Committee with Comrade Xi Jinping at its core,and a major strategic measure to improve the Party and state oversight systems in the new era.After the important strategy of "deepening the reform of the national supervision system and promoting the pilot work throughout the country" was deployed at the 19th National Congress of the Communist Party of China,y County of L city actively responded to the call of the Party Central Committee and set up discipline inspection and supervision offices in various towns and townships in november2018,which further strengthened the discipline inspection and supervision force at the township level and promoted the extension of the supervision function to the grass-roots level.The grass-roots level is the cornerstone of national governance.With the deepening of strict party governance in an all-round way and the high-pressure deterrence of the anti-corruption struggle,traditional corrupt practices have become more secretive and complex,new types of corrupt practices have emerged one after another,and the "variation"of the new "four ethos" has accelerated.Micro corruption at the grass-roots level is deeply hated by the broad masses of the people because it is not easy to detect and is extremely harmful.All kinds of formalism,bureaucracy and style of work have seriously restricted the healthy development of the grass-roots economy and society,It will not only become the"stumbling block" and "stumbling block" of the modernization of grass-roots governance,but also seriously hinder the pace of building a modern socialist country in China.In order to more efficiently promote grass-roots social governance,township discipline inspection and supervision cadres must really play a role in the front line at the grass-roots level,fulfill their duties,and contribute to the healthy and high-quality development of China’s discipline inspection and supervision cause.However,due to the conflict between the imperfect management mechanism of the discipline inspection and supervision organs after the system reform and the arduous task of comprehensively administering the party strictly and managing the party,it is difficult for the township discipline inspection and supervision cadres to adapt for a time,which seriously affects the enthusiasm and initiative of performing their duties,and further affects the effective promotion of the township discipline inspection and supervision work.This paper focuses on the discipline inspection and supervision cadres in the villages and towns of Y County,analyzes the actual situation of the discipline inspection and supervision staff in the villages and towns after the reform of the discipline inspection and supervision system in Y County,and understands the actual measures and effects of motivating the discipline inspection and supervision cadres in the villages and towns according to the current research on incentive theories at home and abroad,and finds that the incentive mechanism for the discipline inspection and supervision cadres in the villages and towns mainly faces the following problems:the unreasonable salary and welfare mechanism system,the performance appraisal mechanism impairs the sense of fairness,the poor promotion mechanism weakens the administrative power,the ability development mechanism hinders the realization of career ideals,and poor effectiveness of emotional incentive mechanism,which affect the performance of township discipline inspection and supervision cadres.In view of the above problems,this paper puts forward some suggestions to optimize the incentive mechanism for township discipline inspection and supervision cadres,including:building a personalized and quantifiable county and town synchronous performance appraisal mechanism,building a work guarantee mechanism for the direct subsidy of township discipline inspection and supervision special funds,building a scientific and effective promotion incentive mechanism for township discipline inspection and supervision cadres,building a capacity development mechanism guided by the needs of township discipline inspection and supervision cadres,reshape the local government incentive value cognition system,and strengthen the positive publicity and guidance of township discipline inspection and supervision. |
