Research On Current Situation And Countermeasures Of Reserve Cadre Team Construction In X Town Of B County

Rural revitalization is the opportunity of rural development,rural revitalization has put forward higher requirements on the ability and quality of grass-roots workers.Rural cadres shoulder the important responsibilities of implementing state policies,serving and managing the grassroots and connecting with the masses.It is particularly important to establish a contingent of rural reserve cadres who are sufficient in number,well-qualified,conscientious and capable of accomplishing their duties at this critical stage of building a great modern socialist country in an all-round way.The construction of the reserve cadre team in rural areas is an inevitable requirement for building a new socialist countryside.It is an important measure to promote the construction of rural grassroots organizations,optimize the structure of the cadre team at the village level,solve the problems of lack of successors and age gaps in village organizations,and continuously inject fresh blood into the cadre team in rural areas.It is of great significance to maintain the overall situation of rural development and stability,safeguard the vital interests of farmers,develop and strengthen the rural collective economy,and build rural spiritual civilization.This paper takes the current situation and countermeasures of the construction of rural reserve cadre team in X Town,County B as the research subject,and takes the theory of rural governance,incentive theory and the theory of the construction of the cadre team of the Communist Party of China as the theoretical basis,and conducts an in-depth and systematic study on this issue.Firstly,this paper expounds the background and significance of the construction of rural reserve cadre team,and introduces the research status,research ideas and methods,research innovations and shortcomings at home and abroad.The concept of rural revitalization strategy,rural reserve cadre,rural reserve cadre team construction and so on are defined,and the relevant theoretical basis is introduced.This paper introduces the current situation of the reserve cadre construction in X Town of B County from three aspects:the reserve situation of the reserve cadre,the measures taken for the reserve cadre construction,and the achievements achieved by the reserve cadre construction.Secondly,the implementation effect of the construction of the reserve cadre team in X town of B County is interviewed,and the problems and reasons of the construction of the reserve cadre team in X town of B County are analyzed.The main problems are not perfect selection mechanism,unreasonable training mode,extensive daily management,incentive mechanism to be strengthened,and the "standby disconnect" phenomenon.The reasons for these problems include insufficient attention to the secondary level of towns and villages,weak awareness of human resource development,lack of effective management system,imperfect incentive and guarantee system,lack of standby combination and withdrawal mechanism,etc.Finally,the paper puts forward corresponding countermeasures and suggestions from five aspects:optimizing selection mechanism,innovating training mechanism,perfecting system and strengthening management,perfecting incentive mechanism,and establishing reserve and exit mechanism.The research of this paper can improve the level of the reserve cadre team construction in X Town of County B,promote the in-depth implementation of the rural revitalization strategy,and help the level of rural economic development.It can also provide practical reference and demonstration model for the reserve cadre team construction in towns and townships in other regions,and enrich the relevant theories of the reserve cadre team construction in rural areas.
