Study On The Construction Of Village-level Reserve Cadre Team In Zhuyang Town Under The Background Of Rural Revitalization

The 19 th National Congress of the Communist Party of China(CPC)made a major decision to implement the strategy of rural revitalization,which is a major historical task for securing a decisive victory in building a moderately prosperous society in all respects and building a modern socialist country in an all-round way.Village cadres are the leading cadres of the grass-roots ‘two committees’ groups,the ‘bellwether’ of grass-roots party organizations,the new force in implementing the strategy of rural revitalization,and the most potential local talents to promote rural rejuvenation.It plays an important role in grass-roots governance and rural development.The village-level reserve cadre is the right hand of the village cadre and the excellent talent reserve of the village-level organization.To strengthen the construction of the village-level reserve cadre team is an important measure for the village-level leadership and the village-level cadre team to "strengthen their health through blood transfusion".On January 11,2019,the CPC Central Committee issued the regulations on the work of Rural Grass-roots organizations of the Communist Party of China,which clearly requires that‘every village should reserve village-level reserve forces’.However,with the acceleration of the process of economic and social development,most of the knowledgeable and educated young and middle-aged people in rural areas are working outside for business,which leads to the aging of the party members in some villages and the low quality of the cadres of the "two committees" in the village.It is of great significance to deeply implement the strategy of rural revitalization,promote the extension of the party from strict governance to the grass-roots level in an all-round way,improve the construction quality of the party’s rural grass-roots organizations,enhance the cohesion and combat effectiveness of village-level party organizations,speed up rural development,improve farmers’ lives and promote the integration of urban and rural areas that implementing the construction of the reserve force at the village level,gathering talents to train a contingent of reserve cadres at the village level who understand agriculture,know the countryside and love farmers,and strive to solve the problems of aging age structure and poor working ability of village cadres.This paper takes 239 village-level reserve cadres in Zhuyang Town as a sample,and makes full use of the theories of demand level,performance management,and dual factors to conduct investigations.The full text includes three parts: introduction,main body and conclusion.The introduction part mainly describes the research background and significance,the current research status at home and abroad,research contents and methods,related concepts and theoretical basis,including the introduction of the rural revitalization strategy and the definition of the concept of the reserve cadre team.The main body part first introduces the current situation of the construction of village-level reserve cadres in the process of rural revitalization in Zhuyang town,and introduces the general situation of Zhuyang town through questionnaire survey,data collation and analysis.This paper expounds the specific measures for the construction of Zhuyang town,the first is to expand the scope and multi-recomendation;the second is to improve the system and strengthen training;the third is to establish archives and strengthen management.Also the results achieved in the promotion of these initiatives are introduced.Secondly,it introduces the problems of insufficient strength,inadequate selection and management methods,and "spare disconnection" in the construction of the village-level reserve cadres in Zhuyang Town,and makes an in-depth analysis of the causes of these problems.Then puts forward the countermeasures for the construction of the reserve cadre team in Zhuyang Town based on the background of the rural revitalization strategy: improve the selection mechanism,grasping the construction of the reserve cadre team from the source;pay attention to the training link,improve the overall quality of cadre candidate;rationalize the management mechanism to promote the healthy growth of reserve cadres;strengthen incentives and guarantees to enhance the attractiveness of the cadre candidates.The last part is the conclusion.
