The Third Plenary Session of the 19 th CPC Central Committee deliberated and adopted the "decision of the CPC Central Committee on deepening the reform of Party and state institutions" and the "plan for deepening the reform of Party and state institutions".The plan clearly proposes to further promote the legalization reform of institutional staffing in China,and also emphasizes that all localities should strictly control non staff personnel.For the first time,the management of non staff personnel has been mentioned at the national level.Therefore,how to effectively control the non expansion of non staff employment and adapt to the work needs of grass-roots local governments has become a problem that local governments at all levels must consider.This thesis selects W banner organs and institutions as the specific research object,on the basis of defining the core concepts of non-staff personnel,guided by the new public management theory,incentive theory and human capital theory,from the aspects of management responsibility allocation,recruitment audit,recruitment process,employment management,supervision and assessment of non-staff personnel in organs and institutions,in-depth analysis of the specific status of W banner organs and institutions in terms of non-staff personnel.The study shows that the management of non-staff personnel in W banner organs and institutions still has the imbalance of the supply and demand structure of the management subject with unclear rights and responsibilities.The management system for non-staff personnel is not sound;the duties of non-staff personnel are not clear;effective regulatory measures are not in place.The reason is mainly the lack of management system for non-staff personnel;the staff management is not in place;imperfect regulatory system;old ideas and concepts of employment;ideological,economic and institutional reasons such as inadequate financial security.Based on this,this thesis draws on and compares the management experience of non-staff personnel of the United States,Germany,Japan,China Nanjing,Sanya,Jinhua and other countries and regions.Combined with the problems and causes of the management of non-staff personnel in W banner organs and institutions,this thesis puts forward practical solutions from the aspects of improving relevant management systems,standardizing talent management,improving supervision and assessment,and perfecting supporting mechanisms,so as to alleviate the current management dilemma of non-staff personnel in W banner organs and institutions.The research is conducive to further strengthening the management of non-staff personnel,optimizing the human and institutions,optimizing the human resources team in W banner,and improving the comprehensive quality and management efficiency of non-staff personnel.At the same time,it also complements the theoretical research in this field,and achieves theoretical and institutional innovation.
