| At present,non-staff personnel in grass-roots government departments have become an important part of the government’s talent team,and have made certain contributions to promoting government operation and social affairs development.This paper takes an in-depth research on the management of non-staff personnel in grass-roots governments.Especially how to improve the work enthusiasm and efficiency of non-staff personnel,has become a difficult problem that cannot be ignored.This study takes W town in Kunshan City as an example,through questionnaires and interviews,combined with relevant theories of public management,to conduct a more detailed survey on the basic situation and management status of non-staff personnel in W town,aiming at the overall scale of non-staff personnel in W town government,education level,age structure,salary and benefits,recruitment management,annual performance appraisal,career development planning,etc.It is analyzed and grasped that the management of non-staff personnel in the W town government has problems such as random expansion of personnel caused by unplanned recruitment,high turnover rate caused by insufficient treatment guarantee,difficulty in multi-rotation and communication by hierarchical classification,and marginalized management due to diverse management subjects.This study tries to analyze the causes of the problems from various angles,mainly due to lack of scientific employment planning and monitoring,lack of effective incentive guarantee and growth mechanism,lack of sound management mechanism.Finally,series of recommendations and countermeasures are proposed from the four dimensions of releasing the vitality of the staff and prudently increasing non-staff positions,improving the incentive guarantee mechanism to enhance the perception of non-staff personnel,strengthening education and training to smooth the rotation and communication channels,and implementing full-staff performance management and improving the management mechanism. |
