With the development of society and economy,the government and institutions are constantly reformed,the government and institutions at all levels assume more and more responsibilities and the work becomes more and more complex,the comprehensive quality and ability of government staff also put forward higher requirements.The number of staffs can not meet the needs of government work,non-staff personnel join in.It is common to use non-staff personnel in government and institutions.But in reality,the lack of motivation has seriously affected the work enthusiasm of non-staff personnel.It is of great theoretical and practical significance to effectively motivate non-staff personnel,improve the existing material incentive such as salary and welfare of non-staff personnel and spiritual incentive such as promotion system,stimulate the working enthusiasm of the staff,optimize the government service function,and thus improve the public satisfaction and the image of the unit.In this thesis,non-staff personnel of district R are the study.Combining with the theoretical knowledge of public management,public service motivation theory,two-factor theory and Maslow’s hierarchy of needs theory,this thesis studies and discusses the incentive problem of non-staff personnel in this district by means of data collection,questionnaire and field interview.The daily management of non-staff personnel in district R is standardize,but there are also problems such as a large gap in salary and benefits,great work pressure,insufficient promotion space,limited career development,insufficient sense of work achievement and unobvious assessment.Combined with the relevant theoretical knowledge and practical situation,analyze to determine the causes of the problems: lack of perfect incentive mechanism,salary system,complex working environment,lack of career planning and promotion mechanism,less study and training,assessment system is not perfect.Finally,based on the analysis of the causes of the problems,countermeasures and suggestions are put forward: On one hand,through the establishment of a perfect non-staff personnel salary system,to create a harmonious interpersonal relationship,create a good working environment to enhance the role of health factors to reduce dissatisfaction;On the other hand,we should improve the satisfaction of non-staff personnel through establishing the system of non-staff personnel career development,establishing and perfecting the training mechanism,widening the channels of non-staff personnel employment and establishing and perfecting the system of non-staff personnel assessment.In order to give full play to the incentive effect of non-staff personnel,so as to effectively play the effectiveness of the management of non-staff personnel of the government and institutions,and lay a solid foundation for the construction of the talent team of the government and institutions. |
