With the development of the 14 th “Five-year Plan”,it is more and more urgent to accelerate the transformation of government functions,deepen the simplification of administration and decentralization,combine decentralization and management,and optimize services.As a functional department of the government,the public service items undertaken by government-affiliated institutions have increased accordingly.However,the establishment of government-affiliated institutions is limited,and the management of the establishment is strict and tight.Moreover,an absolutely reasonable ratio cannot be formed between the quantitative establishment of government-affiliated institutions and the incomplete quantitative work.There is a large gap between supply and demand between the number of employees and workload of government-affiliated institutions.In order to ensure the completion of work tasks,the number of employees required by government-affiliated institutions has also increased accordingly.Ruyuan Yao Autonomous County,as an ethnic minority autonomous county with backward economic development,lacks mature enterprises that can provide a variety of socialized service projects,and there is no innovative use mode of human resources in the public sector.Using non staff personnel of government-affiliated institutions in accordance with the traditional employment mode has become an inevitable choice.With the expansion of the non staff personnel of government-affiliated institutions in Ruyuan Yao Autonomous County,the government of Ruyuan Yao Autonomous County began to attract attention and began to strengthen standardized management,but there is still a lack of a set of clear,scientific and standardized management methods.Through the social research methods of observation,interview and questionnaire,combined with contingency theory and two-factor theory,this paper aims to deeply analyze the actual situation of non staff personnel in government-affiliated institutions in Ruyuan Yao Autonomous County since 2018,summarize its current characteristics,analyze the problems and causes of management,and put forward the following countermeasures and suggestions for the management of non staff personnel in government-affiliated institutions in Ruyuan Yao Autonomous County: first,change the management concept,Using scientific public management research method instead of patting head management;Second,improve laws and regulations to protect labor rights and interests;Third,improve the corresponding policies and smooth the channels of communication and feedback;Fourth,create a good growth and promotion environment by providing career planning help and characteristic training;Fifth,all departments should carry out linkage management,perform their respective duties,and strengthen overall management;Sixth,do a good job in salary management,and explore post salary management methods on the basis of steadily improving the minimum salary.
