Non-staff personnel of organs and institutions are a more important employment method of the Chinese government,because of their flexible employment methods and low labor costs,they are widely used by primary-level governments in the fields of social governance and people’s livelihood services.In recent years,the party and the state have paid more and more attention to the improvement of governance capabilities,and under a series of institutional requirements and work arrangements of the Chinese government,the pressure of primary-level governments in social management has been increasing,and due to the policy background of controlling and reducing the number of staff,the scale of non-staff employment of primary-level governments has been expanding,and they are facing problems in the management of non-staff personnel.Therefore,through reviewing and studying the research literature related to the management of non-staff personnel in primary-level governments by domestic and foreign scholars,the author conducted a research and review on the definition of non-staff personnel,its management connotation,the causes of scale expansion,the performance appraisal mechanism,the incentive mechanism,and the existing problems and countermeasures in the management of non-staff personnel.In the research of non-staff personnel management,this paper relies on the two-factor theory and expectation theory to theorize the related problems,causes and countermeasures,mainly uses the case analysis method,takes the G area of Suzhou City as the research case,uses the literature research method,interview method,questionnaire survey method and other research methods,combined with work practice and actual research,and analyzes the current situation of non-staff personnel management in District G of Suzhou City from six aspects:employment scale management,recruitment management,post setting management,performance appraisal management,salary and welfare management,and employee incentive management.The results achieved in the management of non-staff personnel in Suzhou G District in recent years are summarized,which are specifically reflected in the alleviation of employment demand,more flexible personnel recruitment methods,clear distinction between internal and non-staff positions,preliminary formulation of performance management system,formation of diversified salary standards,and establishment of a certain employee incentive mechanism.Based on the current situation of the management of non-staff personnel in Suzhou G District and the feedback of questionnaires and interviews,the author analyzes the current problems and reasons in the management of non-staff personnel in Area G of Suzhou City around six aspects of non-staff personnel management.Explore and optimize the incentive mechanism for non-staff personnel,and put forward some countermeasures and suggestions for optimizing the management of non-staff personnel in Area G of Suzhou.
