| China’s elderly population is the largest in the world in terms of base number and increment.In an era of vigorous and rapid development of the Digital Economy,some elderly people do not use electronic payment and encounter many inconveniences in their daily lives,a number of successive electronic payment “Digital divide”public opinion events,the Party,the State Council of the high degree of concern and the whole society’s hot discussion.In view of this,the author applies the principles of new public service and Maslow’s hierarchy of needs,sticks to the concept of“People-centered”,and tries to explore ways to improve it,to help the elderly in the information-based development to fully enjoy the high-quality payment service experience brought by the sense of access,happiness and security,sharing the Digital era dividend.Based on the UTAUT model,the author constructs an analysis model with seven variables: Utility expectation,effort expectation,social influence,facilitation factor,perceived cost,perceived trust and intention to use,by using online and offline questionnaire survey and in-depth interview,a sample survey was conducted among elderly people aged 80 years and above in F city.The study found that more than 60 percent of respondents thought they had encountered a “Digital divide”in the field of electronic payments,while nearly 80 percent said they were willing to try it,the main influencing factors are: self-denial of “Labeling”,transaction security,access and use costs,operation aging and so on.Based on this,the author from “The policy guidance lets the technology have the temperature,strengthens the supervision lets the payment have the safeguard,the universal benefit care lets the society be more loving,pays attention to the back-feeding lets the family be more warm,the comprehensive co-construction lets the community be more friendly,inspires the trust lets the silver hair race have the self-confidence”six aspects,put forward the countermeasure suggestion and the policy reference pertinently. |
