Research On The Planning And Allocation Strategy Of Elderly Service Facilities From The Perspective Of Active Aging

According to statistics,the aging rate in China is increasing year by year,the aging is getting more and more serious,and active aging is proposed as a policy framework.With the development of my country’s economy and society,the needs of the elderly are not limited to basic needs,but more focused on spiritual needs.However,the current general allocation principle in China is to meet the basic needs of the elderly,ignoring the higher-level needs of the elderly.And there is "disconnect between supply and demand,mismatch between supply and demand,the contradiction of low quality of supply and high quality of demand" in the current situation of elderly service facilities.In this context,it is especially important to develop active aging model,supplement the content of active elderly service,improve the system of elderly service facilities,optimize the configuration of elderly service facilities,realize the diversification of elderly service and meet the higher level needs of the elderly from the perspective of active aging.Under the perspective of active aging,this paper encourages the elderly to achieve the goal of active aging with a positive attitude and active participation in social,cultural and economic activities according to their own situation.By studying the active aging model,it is clear that the active aging model is a supplement to the content of the active aging,including " Worthiness,Happiness,Learning " three styles.To explore its internal development mechanism should be.In the form of organization development,we advocate voluntary participation,combination according to needs,and localization;in the mechanism of organization operation,grassroots organizations,government supervision,and multi-stakeholder participation;in the way of organization,we adopt the mechanism of linking three communities,the theory of life circle,"membership + time bank",and "Internet + Pension",which work together to form an online and offline service network.The study found that the active aging model not only helps to reduce the pressure of aging in society,but also facilitates the transfer of knowledge and experience of the elderly and the positive change of their aging status.Through the research on elderly service under the active aging model,it is determined that the active elderly service facilities that carry active elderly service include three types of facilities: " Worthiness,Happiness,Learning".On this basis,the optimization of the configuration of elderly care service facilities should be explored from the four aspects of "framework system,functional configuration,facility scale,and spatial layout".Determining the specific configuration strategies of elderly service facilities from the perspective of active aging are:1.Reconstruction of the framework system.First,establish a hierarchical and grading system framework according to the living circle theory,and secondly establish a classification system framework according to the functional space requirements,and actively transform the elderly care service facilities from "single type" to "complex type" facilities.2.Facility configuration optimization,connotative optimization of configuration from "standardization" to "differentiation".3.Spatial layout optimization: "centralized" expands to the embedded layout mode of "large centralized + small scattered" combination.4.Operation mode management: "efficient management,multi-party participation" operation management mode.According to the summary of practical research,the elderly service in Pingshan District has the problems of " incomplete functional configuration,substandard scale of facilities,low coverage of spatial layout,service supply not meeting demand and low service quality",And there is a situation of "positive will to retire and negative will to retire" for the elderly.The reasons for the existence of the current problem of elderly service facilities in the perspective of active aging are due to the influence of traditional concepts,the lack of attention to planning and allocation,and the reasons for the single main body of service supply.The optimal allocation strategy of elderly service facilities under the perspective of active aging is specifically implemented to the elderly in Pingshan District,and the specific allocation methods of active elderly service facilities are proposed:1.Medical care facilities: Increase the number of hospice facilities and provide "one-stop" hospice care services in close proximity to city-level medical facilities and city roads,using the "Internet+" approach to unite hospice caregivers and families.2.Living service facilities: increase the number of active senior service centers,active senior service stations and active senior service points,and form a "5-minute,10-minute and 15-minute" active senior service network in the vicinity of medical and recreational public service facilities.3." Happiness " facilities: additional senior activity centers,senior activity stations,and existing " Happiness " facilities together to provide recreational services for the elderly,near schools,squares and other settings to share outdoor activity space.4."Learning" facilities: adding elderly universities.Community universities for the elderly and senior learning classes are jointly set up based on community service stations,senior activity stations and other facilities.The "Learning " facility is located close to the center of the residential group and adjacent to other public services.5." Worthiness " facilities,additional re-employment service centers,senior volunteer centers.Senior volunteer center,re-employment department and senior volunteer department in the form of additional functional rooms set up jointly with community service centers.adjacent to public service facilities,convenient access.The elderly assistance stations are jointly set up with community service stations and are located close to public service facilities for easy access.6.Establish a perfect organization and operation mechanism: attract diversified operation and management mechanism,improve free and democratic interest expression and feedback mechanism,and build an intelligent information management service platform.Realize active pensions.
