Study On Establishment And Application Of Government Purchase Of Social Work Services Performance Evaluation Index System

Along with the change of government functions and the advancement of build a service-oriented government,study on government purchase of services have attracted academic attention.The Research output of government purchase of services has gradually increased while the study of efficiency of government purchase of services will be a tendency.The previous research results in government purchase of services is mainly concentrated in practice pattern,group,contract management,risks and responsibilities.Meanwhile,the research method is primary based on qualitative analysis.Furthermore,the research finding repeat more and lack of depth.However,which variable quantity constitutes the government to purchase social work services performance,what is the different importance among such variable quantity,these problems are the main research field of government purchase of services.The previous research results have done little to improve the efficiency of government purchase of services and reduce the services cost.Based on the stakeholder theory,a conceptual and practical framework has been constructed for the whole thesis.In the same time,this paper uses the qualitative and quantitative methods to study theoretical establishment and empirical detection of government purchase of social work services performance evaluation index system by means of literature research,questionnaire investigation,in-depth interview,participatory observation and statistical analysis.Chapter one,introduction.The background and significance of this thesis are explained;the important concept of this paper is defined;the previous research of government purchase of services and government purchase of social work services and other related contents have been sorted out;the research idea and method of this paper are designed;the possible innovation points of this paper are explained.Chapter two,the analysis of stakeholders in government purchase of social work services.The application value of the stakeholder theory in government purchase of social work services field is analyzed;using the method named Mitchell’s stakeholders classification,through empirical survey technology,the definitive stakeholders,expected stakeholders and potential stakeholders of government purchase of social work services are identified;the interest requirements of definitive stakeholders participating in the government purchase of social work services are explained.Chapter three,theoretical establishment of government purchase of social work services performance evaluation index system.This chapter is the key part of this research.Following the principle of "public-oriented",universality combined with pertinence and systemic combined with practical,this article illustrates the construction of government purchase of social work services performance evaluation index system.In the process of designing index system,firstly,the target hierarchy of the index system is constructed by identifying stakeholders in government purchase of social work services.Secondly,the criterion hierarchy of the index system is established on the basis of interest requirements of determined stakeholders.Thirdly,based on frequency of statistics of domestic and foreign existing theoretical results and practical results of government purchase of social work services,the project hierarchy of index system is established.Then using the method of expert consultation and membership analysis to select and adjust index system.When get the index system to pass reliability and validity tests,form a index system consists of four first-class targets as local government,employer,social work organization and service object and 12 secondary indicators and 38 individual indicators.Finally,the expert opinions are collected in the form of triangular fuzzy numbers,and the fuzzy analytic hierarchy process is used to empower the indicators.Chapter four,practically detecting the government purchase of social work services performance evaluation index system.In order to test the operability and practicability of this index system,this study using the method of in-depth interview and questionnaire survey conducts an empirical study in Wuhan.The results show that the research method in this paper is scientific,effective and feasible.The index system can be used to evaluate the performance of government purchase of social work services.Chapter five,conclusion and discussion.The main conclusions of this paper are summarized,several issues to notice are discussed and problems needing a further study are analyzed.Based on the existing research results,this paper may have two innovative values.One is trying to build a scientific and reasonable government purchase of social work services performance evaluation index system in order to provide the valuable reference in the field of government purchase of social work services and may expand the research horizon of the government purchase of social work services.Second,on the basis of scientific sampling and large-scale data acquisition,using qualitative and quantitative methods are beneficial to promote the combination of diversified research method to analyze the performance of government purchase of social work services.
