Research On The Development Status And Performance Evaluation Of Government Purchase Of Public Library Services

The 18 th National Congress of the Communist Party of China has proposed to strengthen and innovate social management models,improve the traditional model of government supply of public services,and introduce social forces to participate in public services to innovate governance methods in the field of public services.In order to further promote the transformation of government functions,improve the modern public service system,and achieve the overall goal of public services,China has issued documents such as the "Guiding Opinions on the Government’s Purchase of Services from Social Forces",which clearly proposes the model of government’s purchase of public services from social forces.Introduce market and social forces to participate in the management of the public service field to improve the efficiency of public services and promote the overall development of the public service system.As Wuxi began to purchase public library services through the whole process,the government ’s purchase of public library services from social forces,a new supply model,began to take the stage and continued to develop and practice nationwide.Many local governments have chosen to purchase public libraries through the government.The way of library service provides the society with more convenient,high-quality and efficient public cultural services.Although the government’s practice of purchasing public library services has achieved some results and development in various regions,the theoretical research on government purchases of public library services in academic circles is slightly inadequate,and research on performance evaluation of government purchases is rare.In practice,problems such as lack of government performance,unclear power and responsibility,low service efficiency,neglecting the overall evaluation of the purchase process and failure to form a systematic and scientific performance evaluation index system due to insufficient performance evaluation have also become increasingly prominent.As a result,the performance evaluation of the government’s purchase of public library services is superficial,and it cannot achieve the expected goals of government purchase of public library services,which affects the quality and effectiveness of public cultural services,reduces government credibility,and is not conducive to further changes in government functions.Therefore,constructing a scientific,comprehensive,systematic,and practical performance evaluation index system is the key to promoting the healthy development of the government purchase of public library services at this stage.The author will start from the research on the development status and performance evaluation of government purchase of public library services,and explore the future development direction of China’s government purchase of public library services at this stage.The author first determines the research direction of this article by sorting out the domestic and foreign research conclusions and practices of the government purchase of public library services.Secondly,the actual purchase cases of Chengdu Library,Wuhou District Library of Chengdu,and Longquanyi District Library of Chengdu are used for empirical analysis to analyze the advantages and disadvantages of purchasing services at this stage.Aiming at the most outstanding problem of incomplete performance evaluation,the author based on relevant theories and scientific evaluation principles to construct a diversity and performance-oriented evaluation system based on fairness and satisfaction.The Chengdu Library was used as an example for practical verification.To get the evaluation result.Finally,based on the evaluation results,suggestions are made on the future development of the government’s purchase of public library services.The research results of this paper provide some reference value for the future government purchase of public library service development and performance evaluation system construction,promote the healthy development of purchase services,and provide the public with more convenient,efficient and public satisfaction cultural services.
