Research On The Problems Of The Third Party Evaluation In The Government’s Purchase Of Social Work Services

With the change of government function,the government buys social work service to increase.In order to better supervise the service quality of the project recipient,the government begins to introduce third party evaluation.As an independent and objective evaluator,the third party can give advice to the evaluated party from its professional point of view,improve its service ability,and test the service effectiveness of the evaluated party for the tenderer.With the improvement of the service quality of the evaluated party,the ultimate beneficiary group is the public,and the satisfaction of the public’s needs is very important for social stability,so the third party evaluation can promote the innovation of social governance to a certain extent.This study takes H city H social work organization as an example,expounds the basic situation of the H social work organization and its operation procedure for the evaluation of the social work service project purchased by the government.Through interviews and participatory observation,we understand some problems existing in the evaluation process.And give targeted reflection and suggestions to improve the professionalism,efficiency and service quality of the third party evaluation.Based on the theory of "APC" evaluation and principal-agent theory,this paper expounds the relationship between the tenderer,the evaluated party and the evaluator,and provides a certain theoretical basis for the formulation of the evaluation index system.Through participatory observation,documentation and interviews with the relevant staff of the three parties,we have learned some of the problems existing in the evaluation: the lack of professionalism of the evaluators,the low cost of input from the managers of the agencies in the evaluation,and the impact of other factors on the evaluators;the resistance of the evaluators,the lack of attention to the third party’s evaluation and the limited application of the evaluation results;the deviation between the evaluation index system and the actual situation,the emphasis on the evaluation results,and the classification of different types of evaluation.On the basis of thinking and analysis,the evaluation of the purchase of social work services for the government summarizes three feasible suggestions from the perspective of the evaluator,the evaluated party and the tenderer,such as: further enhancing the professionalism of the third party evaluation;the evaluated party needs to change its attitude towards the evaluator,correctly understand the evaluator,and communicate with it actively;and the tenderer needs to further enhance the operability of the evaluation indicators,play the role of promoter and supervisor,promote the effective progress of the third party evaluation,supervise the evaluation feedback results and improve the effectiveness of the evaluation.
