Research On Benefit Distribution Of PPP Project Of Elder Care Service Institutions Based On Modified Shapley Value Method

Since 2021,China has entered a deep aging society,and the traditional family pension can not meet the current pension demand in China.Increasing the effective supply of pension services has become an important issue related to the national economy and the people’s livelihood.In recent years,the state has continuously improved the preferential policies for investment and financing and taxes,and encouraged the introduction of PPP mode in the implementation of elderly care institutions.This can not only make full use of social capital,reduce financial expenditure and improve the efficiency of project implementation,but also help to meet the needs of elderly care in China.However,at present,China’s pension service PPP project is not mature,and the specific operation modes of different PPP projects are also different.Benefit distribution is one of the key issues in the process of project implementation,which has a vital impact on the smooth development of the project.Therefore,from the perspective of stakeholders,this paper establishes an improved Shapley value method benefit distribution model to study the benefit distribution of PPP project of elderly care service.Firstly,on the basis of reading the relevant documents,define the stakeholders,determine the government and social capital as the main body of the benefit distribution of the elderly care service PPP project,and explain the interest orientation of all parties.Then,according to the existing relevant research on benefit distribution,identify the influencing factors,use rough set theory for reduction,and finally determine to take the marginal contribution as the basic factor,and take the proportion of investment,risk sharing,contract performance and urgency as the correction factors to build the index system of influencing factors of benefit distribution of elderly care service PPP project.Then it analyzes the benefit distribution method,determines to choose the Shapley value method for the benefit distribution of the elderly care service PPP project,and on this basis,uses the AHP method to determine the weight of four correction factors,uses the entropy weight method,AHP + fuzzy mathematical evaluation,Hausdorff distance principle and Delphi method to determine the correction factor coefficient respectively,comprehensively and comprehensively modifies the benefit distribution amount,and establishes the benefit distribution model of the improved Shapley value method.Finally,taking the PPP project of Linqu Jingfu nursing home for the aged as a case,this paper makes an empirical study by using the benefit distribution model established in this paper.Through the comparative analysis of the improved benefit distribution scheme and the original scheme,it is considered that the improved distribution result is more objective and reasonable,which can form an incentive for the government and social capital,promote both parties to actively assume responsibility in the process of participating in the project implementation,and make more efforts to generate additional benefits for the project,so as to achieve greater social and economic benefits.
