The grassroots is the "last mile" for the implementation of various policies.In the huge national system,the township government is both the "cornerstone" and the "pawn".It is an important component of implementing higher-level policies,truly serving the masses,and maintaining overall social stability.part.In most parts of my country,township civil servants are faced with the dilemma of low wages,poor treatment,low rank and serious overtime work.Compared with the actual pay,the complicated work cannot be directly proportional to the actual effort,and the number of township civil servants is gradually reduced.Their enthusiasm for work has led to the phenomenon of job burnout among township civil servants,such as “ being in their position but not pursuing their political affairs”,which has seriously affected the efficiency of township work.In recent years,domestic scholars have carried out relatively systematic research on the incentive mechanism of grass-roots civil servants.This article takes Qingdao Town J as an example.The background,current status and significance of the civil servant incentive mechanism,through research,found that in the specific implementation process of the existing incentive mechanism(measures)of Qingdao City,the salary,job adjustment,vocational training,annual assessment,rewards and punishment are still There are some problems,such as the salary level of township civil servants is not matched with the local economy,and it is not directly proportional to the workload;the promotion of the ceiling is low,the number of township leaders is small,and the promotion is difficult;the training content is single,the training method is not diverse,and the training effect is not obvious.;The assessment process is unreasonable,the results of the assessment are not effective;the effect of reward and punishment incentive is not obvious;the office environment in towns and towns is poor,lack of humanistic care,etc.The incentive effects of township civil servants are not obvious,and further improvement needs to be improved.Through research,combined with reality,analyze the reasons existing in the incentive mechanism of civil servants in the township and townships,and at the same time designing the salary system reasonably,improving the promotion mechanism of civil servants in townships,improving the evaluation system,strengthening capacity training,optimizing the reward and punishment system,and paying attention to humanistic care.It proposes to improve the reasonable and effective measures of township civil servants incentives.
