Study On Diffusion Power Of Urban Home Care Service Policy In China

As a social policy with the nature of redistribution,the diffusion process of home-based care service policy does not conform to the characteristics of the " point with area" policy promotion mode with Chinese characteristics,but it has achieved nationwide policy diffusion in more than a decade.Summarizes our country home endowment service policy diffusion regularity,discusses motivation mechanism to promote the spread of home endowment service policy,city home endowment service policy and diffusion mode of special experience,not only for similar attributes of social policy development and implementation of provide reference idea and experience for reference,but also enrich the connotation of policy diffusion research,It has great theoretical and practical significance.This paper takes the diffusion of China’ s home-based care service policy among prefecty-level cities from 2008 to 2019 as the research object,and studies the diffusion law and driving mechanism of home-based care service policy with the help of the event history analysis tool,and draws the following conclusions: On the one hand,it summarizes the diffusion law of China’ s home-based care service policy.From the perspective of time dimension,the diffusion process of home care service policy follows the law of "slow growth--high growth--slow growth",which conforms to the characteristics of "S" curve of policy diffusion.From the perspective of spatial dimension,the diffusion direction of home care service policy presents a significant feature of proximity effect,especially between cities in the same province and cities in neighboring provinces.On the other hand,the paper discusses the dynamic mechanism of the diffusion of home-based care policy,and concludes that political pressure,redistribution strength and characteristics of leaders have a significant impact on the adoption of home-based care policy by local governments.Finally,it puts forward some policy suggestions to promote an innovative social policy.First,it can promote the formation of competition mechanism and cooperation mechanism among local governments by breaking the information barrier between local governments,exerting administrative pressure and policy preference.Second,actively encourage local governments to participate in urban construction,achieve independent income,enhance financial strength and financial autonomy;Third,strengthen on-the-job training for local officials,improve the promotion and assessment system for officials,and pay attention to the governance capacity building of leading groups.
