Study On The Water Transportation Safety Governance Of Xijiang River Under The Perspective Of Collaborative Goverance

According to the third plenary session of the 18 th Communist Party of China Central Committee held in November 2013,the overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics,and to modernize the national governance system and capabilities.Since then,in accordance with the national deployment,all sectors of society have actively promoted reform and development and strengthened governance capacity-building.As an integral part of promoting the modernization of national governance system and governance capacity,comprehensively promoting the modernization of water traffic safety management system and management capacity has become a new topic in the water traffic industry in recent years.Based on the background mentioned,this paper takes the practice of water traffic safety management in Xijiang River as a case study.In recent years,in the context of building China into a country with strong transportation network,the freight volume of the Xijiang River has gradually increased,and the waterway transportation industry is developing rapidly.Moreover,the importance of water transportation safety is more and more prominent,following the increasing requirement of water traffic safety supervision and service level.In order to meet the needs of safety development and supervision,government departments represented by maritime safety administration have increased regulatory investment,the water traffic safety management of Xijiang River has achieved certain results.Of course,there are also problems that need to be improved.So,it is of great significance for the development of shipping economy and the management of water safety to analyze and study the present situation of the water traffic safety management of Xijiang River and explore the ideas of optimizing the governance.This paper analyzes the current situation of water traffic safety governance under the jurisdiction of Z Maritime Safety Administration by using the collaborative governance theory,through consulting relevant data on the governance,conducting actual research in the jurisdiction of Z maritime administration,and selecting representative cases for analysis,thinks that there are still problems in the governance of water traffic safety,including lack of collaboration and cooperation between government departments and institutions,the effectiveness of existing cooperation mechanisms is poor,disconnection between team construction and governance needs,poor integration and sharing of information systems,low participation of social subjects in governance.In the research,the author uses the collaborative governance theory to analyze the causes of the problems,and puts forward suggestions to improve the governance of water traffic safety,including clarifying the main body of water traffic safety collaborative governance,improving the water traffic safety collaborative governance mechanism,improving the safeguard measures of water traffic safety collaborative governance,and strengthening the information collaborative construction.
