Study On Traffic Safety Governance For Urban Children Going To And From School In The Field Of Collaborative Governance

With the development of modern market economy and the improvement of people's living standard,urban residents enjoy the convenience brought by motor vehicles,and bring traffic safety problems.In China,hundreds of thousands of traffic accidents are caused by traffic accidents every year,resulting in the loss of tens of thousands of lives,causing grief to many families and billions of dollars in damage to the country.Road traffic safety issues are becoming more and more prominent,children's traffic safety is causing the general public concern.It has been found that the children's school time is a high incidence of children's traffic accidents,how to do a good job in this time of time children's traffic safety management,optimize the surrounding campus traffic environment,is the local government needs to pay attention to the problem.In order to solve the problem of children's traffic safety,western countries as early as the 1970s to carry out relevant research,to develop a safe school road plan suitable for their own national conditions.On the basis of drawing on the advanced research results of foreign countries,our practice finds that the government's responsibility is scattered,the intervention fails,the information asymmetry,etc.in the process of governance.The limitation of the single main body of government is becoming more and more prominent,and in order to build a powerful transportation power with people's satisfaction and guarantee,it is necessary to join the self-organizing force.Children's traffic safety and security is inseparable from the participation of parents,social organizations and the public,children go to school traffic safety coordinated governance ideas came into being.As a new concept of governance,collaborative governance has its advantages in the social problems of governance complexity,dynamics and diversity.This paper tries to use the theory of collaborative governance from the perspective of public management,puts forward an exploratory study on the safety of children going to and from school in M primary school in Shangrao City,Jiangxi Province,and puts forward an exploratory study on the construction of a collaborative governance mechanism,which integrates the government,schools,parents of students,social organizations and the public into the management of children's traffic safety.Multi-subject scothism coordinates interaction and exerts overall utility in order to provide new ideas for urban children's safety and transportation research.
