| Exploring the road of good governance at grassroots level is a new requirement for realizing the transformation of social governance at present,and the report of the 19 th National Congress of the CPC has clearly proposed to improve the level of ensuring and improving people’s livelihood and strengthen and innovate social governance.Community is the basic unit most closely connected with the masses.With the increasing complexity of social structure and the increasing diversification of interest subjects and interest demands,community plays an increasingly important role in grass-roots governance.Community grid governance is a specific measure to respond to the call of the CPC Central Committee on "strengthening and innovating social governance",push the social governance center to move down,and realize the positive interaction between government governance,social regulation and residents’ autonomy.Community grid combines technological innovation with institutional innovation to form a governance situation of "a thousand lines at the top and a network at the grassroots".It takes departmental coordination and grassroots governance as the overall starting point to promote the modernization of social governance system and governance capacity.In the current research on community grid governance,it is generally believed that although it is the performance of the progress of urban governance,there are still many difficulties,such as low satisfaction of the masses,"generalization" of functions,lack of incentive mechanism,single governing body and imperfect management information platform construction.As a result,there are many obstacles in the process of community grid promotion,resulting in lack of effectiveness and rising governance costs.At the same time,in the current studies on community grid governance,there are generally more macro studies and less micro studies.In particular,there are few results of specialized studies on specific administrative regions,so there are few effective solutions to the problems occurring in specific grassroots social governance practices.This paper takes the community grid governance work established and promoted in zhaoqing district G in the process of building a national civilized city as the research object,conducts a comprehensive investigation and research on the community grid work in District G,and puts forward countermeasures by summarizing and analyzing the difficulties in the development of district G.This study tries to provide valuable reference for improving the grid governance level of community in G area and form practical experience that can be promoted through relevant research on grid governance of community,combining theory with practice. |
