Research On Grassroots Grid Social Governance Problems And Countermeasures In Guangrao County,Dongying City

With the rapid development of China’s economy and society,the people’s demand for a better life has become increasingly widespread,and higher requirements have been put forward for all aspects of social life.Various unstable factors have brought serious challenges to the grass-roots social governance.In order to effectively respond to the new needs of the people and solve the new contradictions and new problems in development,since the 19 th CPC National Congress,all levels have actively conducted social governance work to the grass-roots level,and worked hard to create a new pattern of social governance featuring co-construction,co-governance and sharing,with remarkable results.The report of the 20 th National Congress of the Communist Party of China also clearly pointed out that "improve the social governance system,improve the social governance system of co-construction,co-governance and sharing,improve the efficiency of social governance,unblock and standardize the channels for the expression of people’s demands,interest coordination,and rights and interests protection,and build a social governance community that everyone is responsible for,everyone is responsible for,and everyone enjoys." This put forward higher requirements for social governance,especially grass-roots social governance,and clarified the direction of work.As a practical carrier to break the traditional governance thinking and innovate social governance mechanism,the grid governance model has increasingly been widely concerned,studied and promoted by all regions in China,and has gradually become an important means to promote the modernization of social governance system and governance capacity.In 2018,Dongying City,in accordance with the requirements of the superior deployment and based on the local reality,deployed and carried out the social governance grid service management work in the city.Guangrao County,as the "leader" of the city,firmly shouldered the political responsibility,closely around the characteristics of the county,earnestly practiced and actively explored the new path of social governance suitable for local development,and made every effort to build the Guangrao version of the "Maple Bridge Experience" of the new era.With the help of new public service,participatory governance,seamless government and other public governance theories,and through literature review,case analysis and other research methods,this paper fully demonstrates the current situation and main measures of grass-roots grid social governance in Guangrao County,Dongying City,including building a "full element" grid,building a "full participation" pattern,building a "comprehensive perception" hub,and improving the "full network response" mechanism 5 aspects including the establishment of "wholehearted service" brand;Secondly,two demonstration towns and streets are selected as typical cases to analyze the specific measures taken by the party building of Guangrao Street to promote grid social governance and the "four modernizations and four governance" of Li Que Town to promote grid social governance;Thirdly,in the context of the three stages of epidemic prevention and control,the operation of grid social governance in Guangrao County was introduced,fully demonstrating the institutional advantages of social governance through grid means.On this basis,by analyzing the problems in the process of grid governance through interviews,it is found that Guangrao County still has problems in the process of grid governance,such as insufficient cohesion of grassroots governance,weakness of diversified participation in governance,relatively weak grid team construction,and insufficient intelligent support for social governance.Finally,in view of the problems found,suggestions or countermeasures were put forward,including establishing a set of work operation system,building a multi-participated grass-roots governance front,building a high-quality grid governance team,and building an efficient and pragmatic smart governance platform,to further optimize the grid governance model and improve governance efficiency,with a view to improving the effect of grid social governance in Guangrao County,Dongying City.
