With the popularization of the Internet,the number of Chinese Internet users keeps increasing.At present,more than one billion Chinese Internet users has formed the largest digital society in the world.As the capital city of Guizhou Province Guiyang has a dense population and a large number of Internet users.A complex environment of network public opinion has been formed which increases the complexity of network governance of Guiyang government.At present,the emergence and development of emergencies are uncertain in the risk social environment.The change of network public opinion environment leads to the maladjustment of governance.The public’s attention to emergencies requires the government to respond quickly.All these have brought severe challenges to Guiyang government and relevant departments.How to deal with these problems has become an important topic urgently that needed to be studied by Guiyang municipal government.Based on this,it is of great significance to study the government response mechanism of network public opinion of emergencies in Guiyang.This thesis starts from the research of emergency,network public opinion and government response mechanism.It Sort out relevant literature at home and abroad.Refer to agenda setting,the spiral of silence,group polarization and other related theories.Based on the local conditions of Guiyang and combined with domestic and foreign government response mechanism of network public opinion of emergencies method and experience.Through the combination of interdisciplinary theoretical knowledge such as public management,communication and sociology.This thesis takes two typical cases of Guiyang in the same year as the entry point and makes an in-depth study on the current situation of the government response mechanism to network public opinion of emergencies in Guiyang.Through research and analysis,there are many problems has been found.Such as the response subject’s ideology,information response ability,response agencies’ coordination and response feedback effect.On the basis of summing up experience and learning lessons,this thesis draws lessons from advanced models at home and abroad.Under the background of the modernization of national governance system and governance capacity,put forward countermeasures and suggestions in combination with practice.Such as change the thinking mode of public opinion governance,broaden the channels of public opinion expression,improve the public opinion information release and notification mechanism,strengthen the linkage of response institutions and improve the effect of public opinion feedback etc.In order to promote the operation efficiency of the government response mechanism to network public opinion of emergencies in Guiyang and provide reference for other regions to improve government response mechanism to network public opinion of emergencies.
