Empirical Research On The Correlation Between Government Response And Response Effect Of Cyber Public Events

With the development of China's Internet technology,the Internet has profoundly affected people's lives,expanded the channels of communication between the government and the public,and created a good opportunity for the full implementation of government affairs.In recent years,the government has accelerated the integration with the Internet,realized an integrated service platform,opened up barriers to work and data between governments,improved the efficiency of practical processing,accelerated the transformation of government functions,and strengthened interaction with the people.Citizens interact,participate,and implement political supervision through the Internet.When cyber public incidents occur,the majority of netizens actively participate in expressing their demands.Our government's response to cyber public incidents is in the stage of continuous improvement,and progress requires theoretical guidance.Therefore,research on the influencing factors of government response effects is urgent.This article is broadly divided into theoretical and empirical parts.The theoretical section contains a literature review,definition of concepts,and an introduction to related theoretical foundations.First,it reviews the research results on government response to cyber public events at home and abroad.Then,based on the research results of relevant scholars at home and abroad,it defines the concepts of cyber public events,government response,and government response effects and proposes the theoretical basis of this article:New Public Services.Theory,responsive government theory,agenda setting theory,and the goldfish tank effect.The empirical part is based on the number of government responses,the method of government response,the level of government response,and the relationship between specific response effects.The government's response is further refined into discourse response,factual response,and institutional response.The government response effect is further specifically measured by two dimensions:the effect of communication and the nature of the evaluation produced by the government response.The research in this article is based on the 56 effective responses to the top ten public events in the first half of 2019 published by the People's Daily Data Center.As a research sample,the statistical analysis,descriptive analysis,and correlation analysis were used to test the number and response of government responses.And respond to the impact of government level on results.Through the research and analysis of this article,five suggestions can be made for the government to respond appropriately to cyber public incidents.
