Abstract/Summary:
With the accelerated urbanisation process,the level of infrastructure construction has been improved,the quality of public services is on the rise and the people are showing more and more demand for a safe and healthy life.As part of the city’s critical infrastructure,emergency supplies storage plays an important role in emergency response and is the primary responder in emergencies.The research on the optimization of urban emergency material reserve will help the rescue units to make decisions in a short time after the accident,try to eliminate the secondary injury caused by insufficient materials,and reduce the waste of human,material and financial resources.The reasonable reserve of quantity can ensure the timely supply of materials in the rescue process,prevent the people in the disaster area from artificially creating chaos or causing panic due to insufficient materials,and play a role in calming the psychology of the victims to a certain extent,so that the relevant departments and personnel can carry out the rescue safely and orderly.This paper first expounds the theory related to the optimization of emergency material reserves from different angles,and on the basis of analyzing the concept of emergency materials,classification and site selection model,the definition and classification of emergency materials suitable for this study are proposed.Establish a forecast model for urban emergency material demand,and use depreciation rate,accident risk bearing index,economic index,population base,risk value and other related indices to establish different models for the reserve of general and special materials,which are applied in the following examples.Through the highly professional geographic data management platform Arc GIS,the spatial analysis function in the platform is used,including the establishment of network datasets,topology network construction,buffer analysis and other operations,and finally the data processing of designated spatial objects is realized,the candidate points of the material reserve library are reasonably planned,and the optimization suggestions of the reserve library are given,so as to achieve the goal of reducing rescue costs and improving the coverage value of the reserve database.Starting from the specific examples,starting from the actual situation of Changzhou City,it is pointed out that the coverage of the existing urban disaster relief material reserve library is insufficient,considering the special effects of Changzhou city’s geographical location,disaster situation,economic situation,etc.,the theoretical reserve model is applied,and the theoretical quantity of some emergency material reserves is calculated according to the jurisdictional division.According to the current situation of the road network,the distribution of dangerous sources and other specific conditions,the layer data is generated,and the optimization of the location of the material reserve warehouse in Changzhou is realized in the platform.The site selection suggestions for the emergency material reserve library and the recommended reserve list of the two types of emergency relief materials are given,and the optimization results can be used as reference materials for urban planning and emergency material related work.
