In the face of various types of emergencies,police officers are responsible for carrying out tasks related to security and police patrol,police response,community policing and other related tasks.By analysing the issues of police resource allocation and duty planning involved in various types of duties,the study focuses on the location of police bases and the optimisation of police schedule that can reflect the characteristics of all-time emergency work,adapt to the requirements of normal and extraordinary duties,and realise multi-temporal,multi-police and multi-modal duties under emergencies.Through this study,it provides the theoretical basis for mitigating public security emergency risks,improving the efficiency of emergency policing,and guaranteeing the allocation of police resources.By sorting out the attribute criteria,time-domain context and elements of each phase in the emergency event characteristic data,the duty requirements and optimization objectives of each phase are mapped out.On this basis,the relationship model of facility siting and scheduling research for the whole time domain of emergencies is constructed,considering the correlation between daily duty and emergency duty strategies,and for the emergency needs in different spatial scenarios.(1)In view of the differences in defence standards and duty requirements in different spatial scopes,a study on the optimisation of security centre location and guard patrol routes based on spatial defence characteristics was carried out.Firstly,in the face of the problems of static patrol line,single subject and blurred target definition in security defense under closed space,the objective evaluation criteria of each facility element in the defense space are constructed through the analysis of CPTED theoretical elements,and the risk level of heterogeneous data of each space point is uniformly classified;considering the differences of security force and duty requirements in different areas,the risk level of security force and duty is planned on the basis of adding the preparation time of guards.In order to cope with the risk of external attack in limited space,a robust duty model is designed and the maximum-minimum method is used to adjust the patrol line strategy to ensure the stability of the security standard level,and by analyzing the relationship between the level of emergency preparedness of security duty and the investment of police resources,the best security standard level is planned.By analyzing the relationship between the level of emergency preparedness of security service and the investment of police resources,the best security command center location and security patrol route are planned.(2)In order to ensure the spatial deterrence and emergency response of patrol duties in open space,the patrol subject joins the UAV,which is more mobile and flexible.Firstly,in the face of the complexity of patrolling by drones and police vehicles,this paper decomposes and constructs the relationship between the elements of the patrol task,and according to the patrol characteristics of different subjects,by optimising the location of their patrol points,the police sighting rate of different risk areas in the jurisdiction is guaranteed,and the optimal spatial deterrence and emergency response power under the limited police force is realised;secondly,in the design of the specific route model,the take-off and landing points of drones are used as the correlation constraint to establish.Finally,on the basis of the genetic algorithm,an "information factor" is introduced to improve the convergence efficiency of the algorithm,taking into account the uncertainty of the real road network environment,and according to the different constraints of the police force configuration,a collaborative air-ground patrol task suitable for a variety of complex conditions is planned.(3)Considering the requirements of emergency response time and capability,and in view of the delay in police response work,the problem of selecting the location of police preparation points and optimising police schedule is studied.Firstly,it sets up a benchmark for disposal reliability and,in the face of the heterogeneous characteristics of police data from multiple sources,classifies them into categories according to the differences in urgency and hazard,and clarifies the effective disposal criteria for various types of police situations.After that,in order to further ensure the efficiency of police preparation,this paper sets up rules for collaborative policing between different police forces,uses the delay rate of cases in a spatial and temporal range as an objective quantification standard,introduces the social security security index,and constructs a policepreparation site selection model based on the reliability of emergency disposal.Finally,the validity and feasibility of the model was verified by comparing the case delay rates under different police preparation-attendance scenarios.(4)Considering the spatial and temporal characteristics of disaster-bearing subjects in the recovery phase of an emergency,a study on the optimization of police station location and police schedule was conducted with community resilience as the policing standard in order to improve the efficiency of police schedule and ensure the demand for police.Firstly,according to the "4Rs"theoretical framework of community resilience,the strategies for carrying out various duties at police stations are clarified and different key points in the community are assigned proportional values;secondly,in order to describe the police demand situation,the impact function of key points and the community resilience cost function are established,and based on this,a multi-dimensional system combining regular inspection and resilience,cross-district support and team reinforcement is built.Secondly,to describe the demand inspection and recovery,and cross-district support and team reinforcement.Finally,based on real community cases,all police deployment scenarios in the precinct are simulated through the construction of clusters within the dataset,and the site selection results of each group are compared and analysed from multiple perspectives,such as the precinct security environment and daily police demand,in order to determine a police station site selection and police scheduling strategy that takes into account the needs of daily duty and post-disaster reconstruction police force,based on the principle of optimal community recovery and balanced police resource input.This study enhances the theoretical understanding on the optimization of China’s police resources under emergencies,and operationalizes them into models and algorithms for police fortified point location and police schedule.The findings contribute to promote the construction of a public security emergency response system covering the whole time and space of emergencies,systematically innovate the police model and enhance police effectiveness.
